Surprise inspection of administrative discipline in Quynh Luu

On April 14, the provincial working delegation conducted a surprise inspection of the implementation of Directive 17/CT-TU and Directive 26/CT-TTg in Dien Chau and Quynh Luu districts.

Present at the People's Committee of Dien An commune, Dien Chau district, when the delegation arrived for inspection at 8:30 a.m. on April 14, the People's Committee of Dien An commune was absent 4 out of 19 people, all with reasons.
There are no documents showing the dissemination and implementation of Party directives and resolutions. The Commune People's Committee has not reviewed, revised, or supplemented the regulations on office culture. The inspection team noted that the working regulations of the Dien An Commune People's Committee for the 2016-2021 term were issued quite late in April 2017.
Inspection at the "one-stop" reception and results delivery department of Dien An commune showed that there are still many shortcomings in procedures and processes regarding administrative records and books, such as: no book to track and summarize processing; no specific field assignment table; only implementing the one-stop mechanism in the judicial and office fields, other fields are implemented at specialized departments.
Dien An Commune People's Committee has not yet announced working hours at the headquarters for officials and civil servants to implement and for people to know. Explaining the posting of notices regulating working hours since 2016, Mr. Doan Van Nha - Chairman of the Commune People's Committee said, "The document has been available but has not been posted yet."
Next, at Dien Phuc commune, Dien Chau district, at 9:50 a.m., the delegation recorded that the commune People's Committee officials and civil servants basically followed the regulations on working hours, and all officials and civil servants were present.
Dien Phuc Commune People's Committee has deployed and disseminated Directive 26 and Directive 17 through meetings, but there are still some civil servants who do not fully understand them.
The administrative procedures and records are fully complied with. The Commune People's Committee issued regulations in a timely manner. However, there are still some points that need to be overcome to improve work efficiency.
In the afternoon, at 4:20 p.m., the inspection team suddenly inspected the People's Committee of Dien Chau district, showing that the officials and civil servants of the People's Committee basically complied with working hours. The People's Committee of the district has a plan to deploy and implement Directive 26/CT-TTg well.

The delegation arrived at the People's Committee of Quynh Luu district at 11:25 a.m. and upon inspection, it was found that many officials and civil servants from some departments had left the office, such as the Department of Agriculture and Rural Development, the Department of Economic Infrastructure, and the Department of Finance and Planning; only 24/81 officials and civil servants were present at the office.
Checking the documents and papers related to the implementation of Directive 17/CT-TU and Directive 26/CT-TTg of the Prime Minister, the working group recognized that the District People's Committee had basically fully implemented them. Most of the monthly agency meetings have content reminding the implementation of administrative discipline.
The delegation also inspected Quynh Ba commune, Quynh Luu district. At the time of inspection, at 1:40 p.m., 5/21 civil servants were absent.
During the inspection at the "one-stop" reception and results delivery department of Quynh Ba commune, the inspection team found that there were still some shortcomings in procedures and processes regarding administrative records and books such as: incomplete records in the monitoring book; slow processing of interconnected records; incorrect and insufficient disclosure of administrative procedures...
After the working group concluded the above inspection contents, Chairman of the People's Committee of Quynh Ba Commune Nguyen Van Linh said that he would rectify the working style, manner, discipline, and administrative discipline of officials and civil servants, and promptly correct and remedy violations.
