Inspect, monitor, and handle violations related to ATM operations.

On May 21st, the State Bank of Vietnam issued document No. 3498/NHNN-TT requesting the State Bank of Vietnam branches in provinces and centrally-administered cities to inspect, supervise, and handle violations related to ATM operations.

The document states that, during the past period, the State Bank of Vietnam branches in provinces and cities have actively organized inspection teams to monitor ATM operations in their areas, identifying shortcomings for rectification and improvement to ensure service quality, security, and safety of ATM operations, in compliance with Circular No. 36/2012/TT-NHNN dated December 28, 2012, issued by the Governor of the State Bank of Vietnam.

On October 17, 2014, the Government issued Decree No. 96/2014/ND-CP stipulating administrative penalties for violations in the monetary and banking sector, which specifies penalty levels for ATM operations to enhance the effectiveness and efficiency of ATM management.

Therefore, to further enhance the management and supervision of ATM operations in the area and ensure the effectiveness and efficiency of legal regulations, the State Bank of Vietnam requests the State Bank of Vietnam branches in provinces and cities to monitor, supervise, and direct credit institutions in their areas to strictly comply with the regulations in Circular No. 36/2012/TT-NHNN dated December 28, 2012, issued by the Governor of the State Bank of Vietnam.

At the same time, the State Bank of Vietnam branches in provinces and cities organize inspections and audits (periodically or unexpectedly when there are complaints from the public and the media) of ATM operations in their respective areas, detecting and taking measures to penalize violations according to current regulations.
