(Baonghean.vn) - Checking discipline and administrative order; increasing dialogue, inspection, supervision... are positive contents achieved through the implementation of the Democracy Charter.

With the drastic participation of the government, the effective participation of all levels and sectors in the political system in the construction and implementation of the QCDC at the grassroots level, the first 6 months of the year have achieved important results, contributing to the socio-economic development of the province.

Combining the implementation of grassroots QCDC with citizen reception work, in the first 6 months of 2018, the province received 3,423 citizens, down 4.5% over the same period; received 3,937 petitions of all kinds, down 5.9% over the same period, with 211 complaints and denunciations to be resolved, up 10.5% over the same period; up to now, 191/211 cases have been resolved, reaching 90.5%.
Party committees at all levels focused on directing and implementing the mid-term review of the implementation of the resolutions of the Party Congresses at all levels. Successfully organized a meeting between the Standing Committee of the Provincial Party Committee and the Party Committee Secretaries, Chairmen of the People's Councils, and People's Committees of 480 communes, wards, and towns in the province with more than 1,200 delegates participating. Party committees and heads of Party committees and authorities at all levels paid attention to contacting and dialogue with the people to resolve urgent and outstanding issues at the grassroots level. Seriously and democratically implementing personnel work and personnel procedures, thereby creating people's trust in the Party.

The role of the Vietnam Fatherland Front and socio-political organizations in implementing the Grassroots Democracy Charter has been promoted. The Fatherland Front chairs dialogues between commune-level People's Committee Chairmen and the people every six months. To date, dialogues have been organized in 235/480 communes, wards and towns.
Up to now, the whole province has 184 communes recognized as meeting new rural standards, accounting for 42% of the total number of communes, with 03 district-level units meeting the standards and completing the task of building new rural areas (Vinh City, Thai Hoa Town and Nam Dan District); 46 villages (hamlets) have been recognized as meeting new rural standards according to the province's criteria. 480/480 communes, wards and towns have People's Inspection Boards, of which 65% are operating well; 480 (100%) communes, wards and towns have Community Investment Supervision Boards, of which 61% are operating effectively.

In the first 6 months of 2018, the province organized inspection teams at 20 provincial-level agencies and units on compliance with discipline and administrative discipline. Some agencies and units have paid attention and focused on implementing this task quite well, such as: Department of Home Affairs, Department of Planning and Investment, Department of Finance, Provincial Police. The Provincial People's Committee deployed pilot projects on administrative reform at 07 agencies and units.
The implementation of grassroots democracy regulations in enterprises has changed. The total number of registered enterprises in Nghe An province as of June 30, 2018 was 18,769, of which 11,239 were operating, accounting for 60%. In general, the implementation of the grassroots democracy regulations in enterprises has created a change in the awareness of employees and employers; employees have a better understanding of their rights and obligations regarding the activities of enterprises.
In the first 6 months of the year, the Provincial Steering Committee for the implementation of grassroots democracy has proposed the Provincial People's Committee to award certificates of merit in 2017 to 12 units with outstanding achievements in implementing grassroots democracy; issue a grassroots democracy work program in 2018; guide self-inspection of the interim report on the implementation of the grassroots democracy regulations in the first 6 months of 2018; focusing on the contents on strengthening the leadership of Party committees, implementation of the government, the Fatherland Front and people's organizations in implementing grassroots democracy. Continue to propagate and implement Directive 30-CT/TW, Conclusion No. 120-KL/TW; Ordinance 34; Decrees 04 and 60 on the implementation of grassroots democracy development and implementation.
