(Baonghean.vn) - On the morning of June 19th, a delegation from the Provincial Party Committee, led by Comrade Nguyen Huu Lam - Member of the Standing Committee of the Provincial Party Committee and Head of the Provincial Party Committee's Organization Department, inspected the implementation of Directive 03-CT/TW of the Politburo on continuing to promote learning.Practice and follow the moral example of Ho Chi Minh and the Central Resolution 4 (11th Congress) "Some urgent issues concerning Party building today" in Nghia Thang commune and the Nghia Dan district tax office.

Accompanying the delegation were representatives from the Provincial Party Committee's Propaganda Department and Inspection Committee; leaders and specialists assisting with Directive 03; and leaders of the Nghia Dan District Party Committee.

In Nghia Thang commune, implementing Directive 03, from the Party Committee to the subordinate Party branches, and various departments and organizations, the implementation of Directive 03 has been linked to emulation movements such as: Women's movement for "poverty alleviation" and "rice savings jar". The Association for the Promotion of Learning has effectively promoted the "School Drum" and "Learning Promotion Drum" movements... 100% of cadres, civil servants, and employees participate in and support these campaigns. Party branches and mass organizations participate in the movement: "Each unit and individual is associated with a humanitarian cause".

The Party cell of the agency has effectively implemented the criteria of "6 yes, 3 no"... Therefore, the implementation of Directive 03 in Nghia Thang has created a transformation in the sense of responsibility of cadres and civil servants; promoting the exemplary responsibility of cadres and Party members. In the past year, the commune has commended and rewarded 15 exemplary individuals for their implementation of Directive 03. Regarding the implementation of Resolution 4 of the Central Committee (11th term), to date, the Nghia Thang Commune Party Committee has implemented 7 out of 7 tasks that need to be done immediately after the review; agencies and units have implemented 41 out of 45 tasks that need to be done immediately.

At the Nghia Dan District Tax Office, in implementing Directive 03, the unit developed an action plan and posted standards: "Discipline, integrity, transparency, and efficiency"; and implemented the registration of exemplary conduct for all Party members. In 2014, the Nghia Dan Tax Office registered to implement the content: "responsibility and friendliness in interacting with and resolving procedures related to taxpayers, actively participating in tax administrative reform." Regarding the implementation of Resolution 4 of the Central Committee (11th Congress), after self-criticism, the unit identified six issues that needed immediate attention.

After inspecting and listening to the opinions of relevant departments and agencies, Comrade Nguyen Huu Lam acknowledged the results of implementing Directive 03 and Resolution 4 of the Central Committee (11th term) at the two units. In addition, Comrade Nguyen Huu Lam requested that the units consider the implementation of Directive 03 as a regular task. Cadres and Party members should identify the content of their study and implementation plans more practically and specifically; units should include newly arising issues to focus on resolving in accordance with the spirit of Resolution 4 of the Central Committee (11th term), and at the same time review and urge cadres and Party members to implement corrective measures after self-criticism./.

In Nghi Thu ward, studying and following the moral example of Ho Chi Minh has become a regular activity of the Party organization, linked to the action program implementing the resolutions of the Party congresses at all levels; addressing ideological, moral, style, and working methods issues of the cadre and civil servant team. The implementation of Directive 03 and Resolution 4 of the Central Committee is integrated into Party branch activities; administrative reform is carried out, and the regular tasks of each collective and individual are performed, contributing to positive changes in the implementation of political tasks in the locality. The emulation work, the identification and commendation of advanced models, are timely and effective in encouraging and replicating good and creative models and practices. However, the understanding of some cadres and Party members regarding the implementation of Directive 03 is incomplete, resulting in incomplete implementation, and the factors and examples among the cadre and civil servant team are not truly clear and have a real ripple effect.

At the Cua Lo Town Tax Department, the implementation of Directive 03 is linked to the implementation of the Central Resolution and is concretized in each aspect, such as reviewing and supplementing the regulations on personnel work, regulations on the activities of civil servants regarding work style, public service ethics, and professional expertise to supplement and amend them for implementation in order to enhance the responsibility and effectiveness of the political tasks of the collective and each individual. This is linked to registration and inspection of serious implementation. The implementation of Central Resolution 04 is carried out in conjunction with year-end reviews, criticisms, and self-criticism, promptly identifying weaknesses for timely rectification; resolving some issues arising during the Party branch's leadership related to personnel work, tax collection tasks, combating tax evasion, preventing tax collection irregularities, and strengthening the dissemination of legal documents related to tax collection to the people.

Through inspections at two units, Comrade Tran Cong Duong emphasized: To ensure the effective implementation of the Politburo's Directive 03 and the Central Committee's Resolution 4, units need to continue incorporating these two contents into the regular activities of Party committees and branches; linking them to the performance of political tasks; combating bureaucracy, abuse of power, arrogance, and corruption among cadres and civil servants; and contributing to building a civilized lifestyle in coastal tourist cities. Strengthen general and thematic inspection and supervision, such as the performance of cadres and civil servants, to accurately assess each political task and content of the unit and each individual. Increase the specificity of the registration process for each cadre and Party member in implementing Directive 03 and the Central Committee's Resolution 4.
