Proposal to put financial services under conditional management of security and order

The supervision was conducted by the Legal Committee of the Provincial People's Council from September 17 to 28 at a number of establishments in the group of industries and businesses with conditions on security and order in some localities of Quynh Luu, Anh Son, Cua Lo town, Vinh city and to supervise the State management responsibility of the Provincial Police together with the Police of some localities.

Based on the monitoring results, atDuring the meeting, delegates analyzed and clarified many limitations and causes and made a number of recommendations.

Mr. Tran Van Huong - Vice Chairman of the Provincial Farmers' Association, member of the Legal Committee, pointed out the current shortcomings, that is, some establishments, when granted a business license, immediately start doing business, even though they have not been inspected and granted a certificate of eligibility for security and order by the authorities.

Therefore, it is recommended that the Provincial People's Committee should stipulate that when granting business licenses for conditional business lines and professions, there must be a certificate of eligibility for security and order before granting the license.

Deputy Director of the Provincial Police Nguyen Manh Hung suggested that the Legal Committee of the Provincial People's Council should include in the proposal to strengthen sanctions against business establishments with conditions on security and order, and in case of violations, the business license should be revoked; at the same time, it is recommended to include financial services in the business lines with conditions on security and order for management.

Also concerned about financial services, Deputy Head of the Provincial People's Council's Legal Committee Thai Thi An Chung suggested that the Provincial People's Committee should direct the relevant sectors to inspect the operations of current financial service establishments in the context that the Government has no regulations for this type; at the same time, deploy solutions to implement the Conclusion of the Provincial People's Council Standing Committee regarding accommodation and karaoke establishments that have been converted from residential to residential without having their fire prevention and fighting plans approved.

Concluding the meeting, Head of the Provincial People's Council's Legal Department Phan Duc Dong said that in order to more effectively manage business establishments with security and order conditions in the province, the Provincial People's Committee needs to soon issue regulations on coordination between sectors, clearly assigning responsibilities to the Departments of Planning and Investment, Culture, Sports and Tourism and the Provincial Police in state management of the activities of business establishments with security and order conditions in the province.
