Proposal to review the responsibility of the Director of the Department of Home Affairs of Da Nang
On the afternoon of January 12, the Government Inspectorate announced the conclusion of the inspection of the state management of education and training at the Ministry of Education and Training, the Ministry of Industry and Trade and 9 localities (Hanoi, Hai Phong, Thanh Hoa, Hai Duong, Dak Lak, Da Nang, Ho Chi Minh City, Ba Ria-Vung Tau, Binh Duong).
Thereby, the Government Inspectorate discovered the appointment of redundant deputy positions, the appointment of people not in the planning, the appointment of people lacking title standards; the Department of Education and Training, the Department of Internal Affairs at district level did not fully perform their functions and tasks according to the decentralization of personnel work.
The situation of local surplus teachers in schools has not been resolved. For many years, districts, towns and centrally run cities have not organized teacher recruitment but organized labor contracts, especially some units have signed contracts with teachers and staff in excess of demand. Some districts have surplus teachers and staff but continue to sign contracts in large numbers.

Proposal to review many officials in Da Nang and Thanh Hoa
The Government Inspectorate has recommended that the People's Committee of Da Nang City review the responsibility of the Director of the Department of Home Affairs for the 2010-2015 and 2016-2020 terms for not advising the City People's Committee to issue a plan to organize the recruitment of civil servants to work at public preschools, resulting in the city's districts being unable to recruit civil servants and preschool teachers for a long time.
"Review and draw lessons for the Director of the Department of Education and Training, Chairman of the People's Committee of Cam Le district, Chairman of the People's Committee of Hoa Vang district in appointing management officials not in accordance with regulations" - Government Inspectorate recommended to Da Nang City.
At the same time, Da Nang must also rectify the work of seconding civil servants to the People's Committees of districts and towns. Transfer civil servants whose secondment period has ended to their old units to ensure the regimes for civil servants.
In Thanh Hoa, the inspection agency discovered that for a long time, from before 2011 to 2015, district-level units appointed a large number of excess school management staff; signed contracts with teachers exceeding the assigned quota; many units had excess but still signed contracts with large numbers. The number of excess and shortage teachers was large but had not been thoroughly handled.
The Government Inspectorate has requested the People's Committee of Thanh Hoa province to organize a review to clarify the collective and individual responsibilities when there have not been timely measures to rectify the above incident. Thanh Hoa province must have a specific plan to resolve the number of redundant labor contracts at district-level units; avoid the situation of terminating a large number of contracts in a short time, affecting the lives of teachers, creating negative public opinion in society.
Stop transferring junior high and primary school teachers to teach preschools, and junior high school teachers to teach primary schools without proper training and development.
"Review the responsibility of the Chairman of the People's Committee of Quang Xuong district, the Chairman of the People's Committee of Thanh Hoa city, the Principal of Hong Duc University, the Principal of the University of Culture - Sports and Tourism in appointing officials who do not meet the conditions and standards" - the Government Inspectorate clearly stated.
Specify the responsibilities of the Director of Dak Lak Department of Home Affairs
The Government Inspectorate recommended that the Dak Lak Provincial People's Committee review the responsibility of the Director of the Department of Home Affairs in the inspection and examination but did not detect violations of labor contracts at the Krong Pac District People's Committee, allowing them to occur for a long time, without promptly advising the Provincial People's Committee on a handling plan.
Review the responsibility of the Chairman of the People's Committee of Krong Pac district for the 2015-2020 term for continuing to sign contracts with teachers despite recommendations from the Dak Lak Provincial Inspectorate. In addition, the Chairman of the People's Committee of Krong Pac district must also urgently address the number of excess contract teachers according to the proposed plan.
Hai Phong City People's Committee directed Hong Bang District to stop local schools from collecting money from parents for students who study outside their designated areas; to review responsibilities and stop the practice of appointing redundant deputy positions at educational institutions.
Hai Duong Provincial People's Committee directed Chi Linh Town People's Committee to stop appointing redundant deputy positions at educational institutions; and to rectify Hai Duong University in appointing unqualified people to positions of heads of departments and offices.
Hanoi People's Committee stops appointing redundant deputy positions, appointing people who are not in the planning, and appointing people who lack title standards at educational institutions.
Hanoi must also direct Hanoi Capital University to carry out the planning of leadership positions for faculties, departments, and affiliated units. The People's Committee of Cau Giay District must clearly state the need for additional positions according to specific job positions and professional structure when submitting personnel proposals for acceptance.
"There should be a plan for recruitment and ensuring a team of education officials to overcome the shortage of teachers at preschool and primary levels, and limit the contracting of large numbers of teachers to meet immediate needs, which affects the quality of teaching and learning" - the inspection agency recommended to the Hanoi People's Committee.
Appointing officials not subject to planning at the Ministry of Industry and Trade
The inspection conclusion clearly stated that the Ministry of Industry and Trade has not yet strengthened the inspection, examination and guidance of its subordinate units in implementing the planning, training and development of staff, human resource development; and the planning and appointment of staff. Some subordinate units of the Ministry, in the work of appointing staff, have cases of appointing people who are not in the planning category, appointing people who do not meet the standards for their positions; and implementing publicity not in accordance with regulations.
The Government Inspectorate recommended that the Ministry of Industry and Trade strengthen inspection and examination of educational institutions under its management to promptly correct violations in personnel work and public implementation.
