Implementing the direction of Deputy Prime Minister Nguyen Thien Nhan, Head of the State Steering Committee for Tourism, the Ministry of Culture, Sports and Tourism has coordinated with the Ministry of Industry and Trade and related ministries, sectors and localities to develop a tourism stimulus program associated with promoting the development of service industries in 2013 to help the tourism and trade service industries overcome the negative impacts of the global economic recession and current domestic economic difficulties.

Based on the practical situation of tourism activities facing many difficulties and at the request of localities and enterprises operating in the tourism and service sectors at the Conference to collect opinions of tourism enterprises in the three regions organized by the Ministry of Culture, Sports and Tourism at the end of 2012, the Ministry of Culture, Sports and Tourism proposed to the Prime Minister to continue to exempt and reduce taxes and implement the tourism stimulus program in 2013. This will help commercial, service and tourism enterprises overcome difficulties and challenges, create conditions to promote the development of the tourism industry and encourage commercial, service and tourism enterprises to actively and effectively participate in the tourism stimulus program.

The increase in prices of essential goods (gasoline, electricity) as well as the land tax bracket has caused the price of domestic tourism services to increase, while the price of tourism services in neighboring countries has tended to decrease, making it difficult for Vietnamese tourism businesses to compete with countries in the region and not stimulating the development of the domestic service industry. Therefore, to encourage tourism and trade service businesses to respond to the tourism stimulus program, the Ministry of Culture, Sports and Tourism proposed that the Prime Minister direct the Ministry of Finance to submit to the Government to submit to the National Assembly for permission to reduce 50% of value added tax and exempt or reduce 50% of corporate income tax in 2013 for tourism and trade businesses.

In addition to the proposal that the Prime Minister direct the Ministry of Finance to coordinate with the Ministry of Industry and Trade and relevant sectors and units to promote the pilot implementation of the value-added tax refund policy for tourists, and continue to propose preferential policies to encourage tourists to increase shopping in Vietnam, the Ministry of Culture, Sports and Tourism also proposed that the Prime Minister direct the People's Committees of provinces and centrally run cities to proactively introduce policies and measures to stimulate tourism in the area, abolish the prohibition or issuance of sub-licenses for tourist transport vehicles to circulate conveniently in and out of urban areas at all hours of the day, and implement a campaign to improve service civilization in public driving services and tourist transport vehicles in the area.

Localities should strengthen management and take resolute measures to deal with problems that negatively affect the environment and landscape, disrupt security and safety for tourists at local tourist attractions, especially illegal taxis, beggars, street vendors, soliciting customers, snatching, and scamming tourists.
