National Assembly Deputy Le Thanh Van - who was transferred by the Central Committee to work as Deputy Secretary of Hai Duong - wrote a letter to Head of the Central Organization Committee Pham Minh Chinh with a series of heartfelt recommendations and comments on the draft regulations on decentralization of cadre management.

This draft is one of the contents assigned by the Politburo to the Central Organization Committee to develop and is one of the key issues in innovating the organization and operation of the political system, expected to be discussed at the 6th Central Conference.

6 pillars in personnel work

National Assembly Deputy Le Thanh Van proposed dividing cadres into groups in 6 key areas: Politics, management, administration, expertise, science - technology and culture - arts; Regulating levels, ranks and order of ranks and grades of cadres according to a specific standard.

On that basis, in terms of "levels", there are cadres at the Central level and cadres at the local level. At the Central level, there are "steps" which are cadres of Party, State, Front and mass organizations. At the local level, there are "steps" corresponding to the Central level, but at each provincial, district and communal level.

Regarding levels and ranks, he suggested basing on the position, nature, and role of each group of cadres to define the title system according to the hierarchy and order of the political system with a consistent reference system.

Currently, in terms of “level”, there are groups of leadership and management positions in Party, State, Fatherland Front and central organizations. In terms of “level”, there are heads and deputies.

In addition to key positions of the Party and State such as General Secretary, President, Chairman of the National Assembly, and Prime Minister. However, positions of the same “level” are often not understood consistently.

Therefore, the remaining titles in the administrative system should be consistently defined as "equivalent to Deputy Prime Minister", "equivalent to Deputy Minister"...

“If we clearly define the levels and ranks of the title system as above, we will easily control the number of cadres in the entire political system and easily determine the management hierarchy mechanism for each group of cadres, on the basis of clearly defining the authority and responsibility of each level and each level,” he emphasized.

Delegate Le Thanh Van said that classifying 6 groups of cadres will be the basis for arranging personnel suitable for each specific field according to each person's strengths and weaknesses.

“Using people is like using wood. A person who is capable of doing good movement work does not necessarily become a politician or a leader in the political system; a business that is good at production and business does not necessarily become a manager or executive in the administrative apparatus; an excellent scientist does not necessarily become a politician…” he analyzed.

The former Deputy Secretary of Hai Duong also pointed out that, in reality, we have made regrettable mistakes in classifying, identifying and using cadres. Sometimes, because of structure, we underestimate standards, because of representativeness, we underestimate the quality of cadres.

From there, he recommended that for elected positions (leadership, management), one must present a platform, program, action plan and defend one's views and ideas before the competent collective. For appointed positions (management), it is necessary to go through an examination.

In addition, it is necessary to promote the implementation of the talent recommendation mechanism, and to determine the specific responsibilities of collectives and individuals in selecting cadres and recommending talents, with strict regulations on rewards and penalties...
