Proposal to remove obstacles in mineral activities in Quynh Luu district
(Baonghean.vn) - On the afternoon of June 22, a working delegation led by Mr. Nguyen Van De, Vice Chairman of the Provincial People's Committee, inspected mineral activities in Quynh Luu district.
Before entering the working session with the People's Committee of Quynh Luu district, the delegation inspected the construction of Khe Lai dam in Tan Thang commune;check some mineral minesof Truong Thinh Joint Stock Company; Van Son Construction Joint Stock Company, in Quynh Van and Ngoc Son communes.
According to the report of the People's Committee of Quynh Luu district, there are currently 8 units licensed by the Provincial People's Committee to operate in mineral exploitation and processing, including 5 construction stone mines and 3 land leveling mines. Since 2022, the local government has established proactive inspection teams and actively coordinated with provincial inspection teams to conduct inspections, detect, compile records, issue decisions on penalties and submit them to the Provincial People's Committee for handling violations with a total amount of more than 3.4 billion VND. Of which, in 2022, more than 2.4 billion VND was fined; in 2023, nearly 1 billion VND has been fined for violations related to mineral activities.

However, mineral exploitation, mainly land leveling, still occurs frequently in some communes in Quynh Luu district such as: Quynh Tan, Quynh Thang, Tan Thang, Quynh Chau... Some enterprises have not rented all the licensed mining area, and are exploiting beyond the scope of land lease...
Through the actual inspection, the working group also heard the opinions of enterprises about the shortcomings in mineral exploitation. Among them, the most shortcomings are that some mines are licensed to exploit construction stone but have a lot of soil; some mines are licensed to exploit backfill soil but contain a lot of stone. Therefore, in order to exploit, enterprises are forced to separate layers of soil and stone and collect minerals that are not licensed.

Mr. Hoang Van Bo - Chairman of Quynh Luu District People's Committee said: In fact, in Quynh Luu area, the number of mining enterprises is not much, some construction stone quarries have been licensed and put into operation but the quality is not high, so it limits competition, causing many difficulties for enterprises. The Chairman of Quynh Luu District People's Committee also requested the Provincial People's Committee to consider removing obstacles, adjusting 2 groups of types for mines in the area, which are land mines but have a lot of stone and stone mines but have a lot of land. Some mines have completed the procedures but the assessment of assets on the land and liquidation of trees on the land face many difficulties.
Representatives of mineral exploitation enterprises also requested the Provincial People's Committee to create favorable conditions to allow the exploitation of minerals that are not licensed but are within the scope of the mine. Even the representative of Giang Son Construction Joint Stock Company, which has a landfill mine in Ngoc Son commune, requested to close part of the mine area...

After listening to the recommendations and proposals of local authorities and enterprises, Mr. Nguyen Van De, Vice Chairman of the Provincial People's Committee, requested that departments and branches strengthen coordination with the People's Committee of Quynh Luu district in supervising mineral exploitation. Mineral exploitation must comply with the approved plan. Absolutely do not allow violations in mining beyond the permitted depth, creating deep holes, causing danger to people.
Regarding the proposals of enterprises in recovering by-products from the mines that have been granted, comrade Nguyen Van De also requested that enterprises submit written reports, on that basis, relevant departments and branches will study the documents, study the provisions of the law, submit to the Provincial People's Committee for consideration, and create conditions to remove difficulties for enterprises...
