The Government Office has just issued Document No. 6349/VPCP-CN dated September 23, 2022 conveying the direction of Deputy Prime Minister Le Van Thanh on the organization of the selection of construction contractors for the North-South Expressway Construction Project in the East phase 2021 - 2025.
The document stated that, considering the report of the Ministry of Transport on the organization of the selection of construction contractors for the North-South Expressway Construction Project in the East phase 2021 - 2025, Deputy Prime Minister Le Van Thanh had the following comments:
The Ministry of Transport organizes the selection of contractors for the construction of the North-South Eastern Expressway Project for the 2021-2025 period in accordance with the authority prescribed in Resolution No. 119/NQ-CP dated September 8, 2022 of the Government amending and supplementing Resolution No. 18/NQ-CP dated February 11, 2022 of the Government implementing Resolution No. 44/2022/QH15 dated January 11, 2022 of the National Assembly on the investment policy for the North-South Eastern Expressway Project for the 2021-2025 period and legal regulations on bidding.
The Deputy Prime Minister noted that the Ministry of Transport must properly implement the Prime Minister's direction in Notice No. 46/TB-VPCP dated February 19, 2022 of the Government Office; not divide the bid packages (because too many bid packages will take a lot of time, make it difficult to connect, cause delays, increase costs, increase total investment, etc.); must select construction contractors with capacity, experience, and reputation to ensure publicity, transparency, seriousness, efficiency, and compliance with legal regulations; resolutely prevent and combat negativity, group interests, corruption, bid collusion, and illegal bid transfers.
