Absolutely do not include political opportunists in planning
The Central Committee's discussion of personnel strategy with the determination not to include corrupt, opportunistic, power-hungry cadres in the planning is a good thing.
Our Party always considers cadres as the root of all work. The success or failure of a work depends on good or bad cadres. Therefore, the promotion and appointment of cadres is always placed in the Party's concentration and unity with a strict process, building a team of cadres at all levels with sufficient qualities, capacity and prestige, equal to the task, resolutely not including in the planning those who show signs of political and ideological degradation, have distorted views, or are political opportunists.

“The 8th National Party Congress determined that the revolutionary cause of our people has entered a new phase, which is the phase of promoting national industrialization and modernization. Therefore, the Resolution of the 8th National Party Congress raised the issue of soon building a cadre strategy for the new period. To implement the Resolution of the 8th National Party Congress, in recent years, the Central Executive Committee, the Politburo, and the Secretariat have paid great attention and had many very specific policies and solutions. It can be said that in all stages of cadre work, there have been important initial changes, which are the foundation for development,” Mr. Ha added.
The Party's cadre work has undergone major changes through planning, training, selection, and rotation. We have a cadre team with the majority having the qualifications, capacity, and qualities to meet the Party's leadership role. However, recent cadre work has also revealed certain shortcomings, with the appointment and promotion of cadres, especially strategic cadres, not following the correct procedures and not meeting standards. Notably, there are cadres with degraded qualities and weak capacity who are still evaluated, commented on, and classified as having excellently completed their tasks, and even rewarded, promoted, and appointed. This shows that the cadre assessment work is still weak, formal, and not substantial.
Citing the figure of nearly 50 strategic-level officials and heads of several provincial and municipal agencies, both incumbent and retired, who were disciplined in more than half of the past term, Mr. Nhi Le, Deputy Editor-in-Chief of Communist Magazine, commented: "That shows that our cadre planning work in particular and cadre work in general are still very much in disarray."
Mr. Vu Mao, former Head of the National Assembly Office, also said that the Party's personnel work has had many positive changes but there are still some pain points that need to be rectified. “In conclusion, our Party’s personnel work has had many good lessons but also many difficulties and pain points, especially the issue of corruption among cadres and party members, especially party members with power. The Central Resolution has clearly stated that unethical, opportunistic, and corrupt people cannot be allowed to enter Party committees at all levels, especially at the strategic level,” Mr. Vu Mao emphasized.
To have a team of cadres at all levels, especially at the strategic level, with sufficient capacity and qualities, according to Mr. Nguyen Trong Phuc, former Director of the Institute of Party History, Ho Chi Minh National Academy of Politics, when planning and selecting, it is necessary to base on the purpose of use and the results of cadre evaluation; to carry out cadre planning, there must be a comparison of work results and work quality of equivalent planned positions associated with the results of taking recommendation votes of cadres and party members according to the correct procedures and regulations.
“We must review and re-evaluate, especially summarize and evaluate this year's cadres based on the cadre evaluations of previous years, in conjunction with the evaluations of Party organizations, closely following the planning and taking the quality of the cadre team by the effectiveness of specific tasks, in conjunction with that planning, how that organization operates so that we can arrange people capable of meeting the requirements of the task,” Mr. Phuc suggested./.
