After two and a half days of urgent, democratic and highly responsible work, the 14th Session of the 18th Provincial People's Council has completed all the contents of the proposed program and achieved great success. On behalf of the Chairman of the session, I summarize the results as follows:

The first:The Provincial People's Council discussed and unanimously approved 26 Reports and 30 Resolutions.Specialized resolutions on various fields and 1 Resolution on personnel work of Provincial People's Council delegates, ensuring stability, innovation and development of the province in 2023 and the following years.

In the process of organizing and implementing the resolution, it is recommended that the Provincial People's Committee, state agencies from the province to the grassroots level, and relevant individuals seriously implement it right from the stage of propaganda, dissemination, to planning, guidance, and resource allocation. The Standing Committee of the People's Council, Committees, Delegation Groups, and People's Council delegates strengthen supervision of the implementation process at all levels and sectors, ensuring that the resolution is implemented with the highest efficiency.

Monday:The Provincial People's Council comprehensively assessed the socio-economic development results in the first 6 months of 2023, and key tasks and solutions for the last 6 months of 2023.

In the past 6 months, despite facing many difficulties and challenges, with the close leadership of the Provincial Party Committee; focused and drastic direction and management of the Provincial People's Council and People's Committee; solidarity and companionship of the people, businesses and entrepreneurs, our province has achieved many important results in all fields.

The economic growth rate is estimated at 5.79%, higher than the national average. The agricultural sector maintained stable growth at 4.26%. The Winter-Spring crop was a complete success, with rice yield reaching nearly 69 quintals/ha, the highest among the provinces in the North Central region.

Attracting foreign investment is a highlight, reaching over 725 million USD, ranking 8th out of 63 localities nationwide, reflecting the right and effective steps in promoting, attracting and supporting investment of the province.

The province has completed the task of summarizing 10 years of implementing Resolution No. 26, through which the Politburo agreed to issue a new Resolution on building and developing Nghe An province to 2030, with a vision to 2045; completed submitting to the Prime Minister for consideration and approval of the Nghe An Provincial Planning for the 2021-2030 period, with a vision to 2050.

The cultural and social fields have achieved many positive results, the number of national excellent students in the 2022-2023 school year ranked second in the country. Disease prevention and health care for the people are focused on. Social security is of interest, the program to mobilize and support the construction and repair of houses for the poor and the disadvantaged has received the support of many classes of people, businesses and entrepreneurs inside and outside the province. National defense and security are maintained, social order and safety are ensured.

However, the economic growth rate has not reached the set scenario. State budget revenue and public investment disbursement rate are lower than the same period in 2022. Production and business activities of enterprises face many difficulties, industrial production index increases slowly. Site clearance work in some localities is still slow. State management in some areas such as: land, environment, urban order is still limited.

The Provincial People's Council requested all levels and sectors to thoroughly grasp and seriously implement the recommendations in the inspection report of the Provincial People's Council Standing Committee; the opinions and discussion of the Provincial People's Council delegates, and continue to carry out the tasks and solutions for socio-economic development in 2023 with a spirit of perseverance, proactiveness, creativity and flexibility to complete the targets at the highest level.

Focus on promoting disbursement of public investment capital and three national target programs; strengthen inspection and progress monitoring, promptly remove difficulties and obstacles, proactively adjust and transfer capital plans; assign responsibility to heads of sectors and localities for the results of public investment capital disbursement.

Support and promptly remove difficulties and obstacles for businesses; encourage investors who have completed procedures to put projects into production soon to supplement and contribute to economic growth. Speed ​​up the implementation of key projects to build Cua Lo deep-water port and expand Vinh international airport. Focus on removing obstacles to ensure the progress of the Eastern expressway project, Mai Son - Dien Chau, Dien Chau - Bai Vot sections, according to plan.

Proactively develop plans to continue merging commune-level administrative units, reorganizing and perfecting administrative units; Strengthening the effectiveness and efficiency of state management in all fields, especially seriously implementing the Resolution of the Provincial Party Standing Committee on strengthening the Party's leadership in the management of investment projects using land in the province; ensuring strict and effective budget collection and budget expenditure management.

Take care of cultural and social development, increase support and introduce jobs for workers; implement well social security and policies for people with meritorious services.

Strictly implement discipline and administrative rules, improve the public ethics of cadres, civil servants and public employees; handle or replace cadres and civil servants who shirk, evade, lack responsibility, or fail to fulfill assigned duties and tasks, especially leaders. Improve coordination in resolving work between agencies, units and localities.

Carry out national defense and security tasks well; grasp the area firmly, avoid being passive or surprised in any situation; promptly and decisively handle complicated incidents. Proactively develop plans to prevent natural disasters, droughts, forest fires, floods and storms.

Tuesday:The Provincial People's Council discussed and reviewed the report on the results of thematic monitoring of the compliance with environmental protection laws by organizations, units and enterprises in the province. Based on the monitoring report, the meeting unanimously passed the Resolution on strengthening compliance with environmental protection laws by organizations, units and enterprises in the province. It is requested that the Provincial People's Committee promptly develop a plan, seriously implement the Resolution effectively; and periodically report the results to the Provincial People's Council.

Wednesday:The Provincial People's Council questioned two groups of issues on the implementation of policies to support agricultural development, restructuring crops and livestock associated with production and consumption of OCOP products in the context of adapting to the impact of climate change and market fluctuations. Work to prevent and combat school violence; life skills education for students; prevention of child drowning; work to protect, care for and educate children in special circumstances.

The results of the question and answer session showed that the issues selected by the Provincial People's Council are practical, consistent with current reality, and meet the concerns of voters and people. The Provincial People's Committee, departments, branches, and relevant units are requested to seriously implement the conclusions, promises, and commitments made to the Provincial People's Council and voters. The Provincial People's Council will continue to monitor and supervise the implementation process of relevant units, organizations, and individuals.
