On the morning of May 31, under the direction of Vice Chairwoman of the National Assembly Tong Thi Phong, the National Assembly discussed in the hall a number of contents with different opinions of the draft Law on Grassroots Mediation, consisting of 5 chapters and 33 articles. During the discussion session, the majority of delegates focused on discussing the election of mediators, funding for mediation activities and payment to mediators.

In reality, in life today, there are many cases and conflicts that occur daily between groups and individuals or between individuals that cannot be ended. However, when there are mediation activities at the grassroots level, those conflicts can be ended. Contributing to the success of mediation cases must include the role of the mediator.
Delegate Tran Van Tan (Tien Giang delegation): The election of mediators must originate from the grassroots level, the residential community of the ward (commune). The election of mediators will promote democracy at the grassroots level and people will directly choose prestigious people to be mediators in the community. Through collecting opinions from the residential community, people will elect mediators who meet the criteria to be able to do mediation work.
Agreeing with the above viewpoint, delegate Lam Le Ha (Kien Giang delegation) said that the election of mediators must be based on the opinions of the community and approved by the People's Committee at the commune level.
According to delegate Lam Le Ha, the elected mediator must receive 2/3 of the votes of the people, not 50% as in the draft Law on Grassroots Mediation.
Delegate Nguyen Thi Bich Nhiem (Yen Bai delegation) said: Mediation is a voluntary activity, but the standard for a mediator is that he or she must be someone who understands the law, has ethics and is reputable in the community.
Mediator compensation is too low!
Mediators are required to do extremely hard work and take a lot of time, but the cost of mediator compensation is currently very low.
Delegate Nguyen Thanh Thuy (Binh Dinh delegation) was very upset when the mediator was only paid 20,000-30,000 VND for each successful mediation case, and only 10,000-15,000 VND for each unsuccessful mediation case.
"To make mediators feel secure and enthusiastic about their work, localities need to increase funding for mediators regardless of whether the mediation is successful or not," said delegate Nguyen Thanh Thuy.
Sharing the above viewpoint, delegate Huynh Tuan Duong (Hai Duong delegation) said that the locality needs to set a compensation fund for mediators to resolve cases successfully or not.
Delegate Le Minh Hien (Khanh Hoa delegation) expressed his opinion: Mediation is a very necessary activity in each locality, to ensure security, order, social safety and limit conflicts in the community. Therefore, the State ensures funding for mediation work at the grassroots level, and compensation for mediators must be given attention and implemented regularly, not depending on successful mediation./.
