(Baonghean.vn) - Resolution No. 20 of the Party Central Committee, 13th tenure, affirms the Party's consistent viewpoint on the collective economy, which is: "The collective economy is an important economic component, which must be consolidated and developed together with the State economy to become a solid foundation of the national economy".
On the afternoon of July 21, the National Conference to study and disseminate the Resolution of the 5th Conference of the 13th Party Central Committee continued to take place in both in-person and online formats.
In Nghe An, the conference was held online at 632 points from the provincial to communal levels with 15,401 delegates attending. Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation, Chairman of the Provincial People's Council chaired at the main point.

The conference listened to comrade Le Minh Khai - Secretary of the Party Central Committee, Deputy Prime Minister convey the topic of Resolution No. 20-NQ/TW dated June 16, 2022 on "continuing to innovate, develop and improve the efficiency of the collective economy in the new period", focusing on the contents related to the urgency of issuing the Resolution, the basic contents and what all levels, sectors and localities need to do to effectively implement the Resolution, and soon put the Resolution into practice.

After analyzing the achievements, limitations and weaknesses in the development of the collective economy in the recent period, Deputy Prime Minister Le Minh Khai emphasized: The issuance of a new Resolution on continuing to innovate, develop and improve the efficiency of the collective economy in the new period is an urgent requirement to implement the Resolution of the 13th National Party Congress, in line with reality and creating new resources and motivation to strive for our country to become a modern industrialized country with an upper middle income by 2030; and to become a developed country with a high income by 2045.

Based on a systematic, objective and serious assessment of the achieved results, limitations and causes; analysis of the new domestic and international context and issues arising in affirming the role, position and development, and improving the efficiency of the collective economic sector, the 5th Central Conference reached a high consensus on 5 guiding viewpoints, general goals and specific goals for the collective economic sector in the new period, along with 5 main tasks and solutions and assigned units to organize implementation.
The Resolution affirms the Party's consistent viewpoint on the collective economy, which is: "The collective economy is an important economic component, which must be consolidated and developed together with the State economy to become a solid foundation of the national economy."

The Resolution clearly states: “Collective economy with many diverse forms of cooperative economic organizations, developing from low to high (cooperative groups, cooperatives, cooperative unions...) in which cooperatives are the core”, and at the same time sets out the requirement to “strengthen links between cooperatives, form cooperative unions, without limits on scale, field and location”.
The Resolution also clearly states: "Collective economy focuses on economic interests, including the interests of members, the collective and the State, while at the same time attaching importance to political, cultural and social interests in the area."

The Resolution has identified five main groups of tasks and solutions, including: Correctly and fully understanding the nature, position, role and importance of the collective economy in the socialist-oriented market economy; Continuing to innovate and perfect mechanisms and policies to encourage and support the development of the collective economy; Innovating and improving the quality and efficiency of collective economic organizations; Improving the effectiveness and efficiency of state management of the collective economy; Strengthening the leadership of the Party, promoting the role of the Vietnam Fatherland Front, socio-political organizations, socio-professional organizations and the Vietnam Cooperative Alliance in the development of the collective economy.
Especially with the group of tasks and solutions on continuing to innovate and perfect mechanisms and policies to encourage and support the development of the collective economy, on the basis of inheriting Resolution 13-NQ/TW, updating the Resolution of the 13th National Party Congress and recent Resolutions and Conclusions of the Party, the Central Committee requires continuing to perfect institutions and policies for the development of the collective economy; at the same time, proposing 8 specific groups of policies to encourage and develop the collective economy.
Specifically, policies on human resource development; land, finance; credit; science and technology; support in economic information, marketing skills and market research; investment in infrastructure development; social insurance.

Regarding land policy, the Resolution clearly states that it is necessary to develop mechanisms and policies to encourage collective economic organizations to accumulate land for production and business, especially in the agricultural sector, to form production chains, provide processing services and consume large-scale agricultural, forestry and fishery products.
Complete planning and land use plans at all levels, including allocating land funds for lease to collective economic organizations. Provide reasonable incentives on land lease prices and terms for newly established and converted collective economic organizations that have not yet received land lease support, ensuring effective land use.

To effectively implement the Resolution and soon put the Resolution into practice, the Party Central Committee has also pointed out specific tasks, including requiring the National Assembly Party Delegation to coordinate with the Government Party Personnel Committee to study and amend the 2012 Law on Cooperatives in accordance with the new situation and development conditions; appropriately allocate the medium-term and annual State budget to support the development of the collective economy, creating favorable conditions for allocating and concentrating resources for the development of the collective economy; and organize supervision, inspection and evaluation of the implementation of the law on the collective economy.
