Timely remove difficulties, soon put newly issued laws and resolutions of the National Assembly into practice
Prime Minister Pham Minh Chinh requested ministries, branches and localities to focus on thoroughly understanding new points, key contents, requirements and main tasks, and removing difficulties to put newly issued laws and resolutions of the National Assembly into practice.
On the morning of July 30, in Hanoi, the Government coordinated with the National Assembly Standing Committee and relevant agencies to organize a conference to disseminate and implement a number of laws and resolutions of the 15th National Assembly.
Prime Minister Pham Minh Chinh chaired the conference. The conference was held online, connecting 63 locations in provinces and centrally run cities.
Also attending the conference were Deputy Prime Ministers Le Minh Khai, Tran Hong Ha, Le Thanh Long; Vice Chairman of the National Assembly Nguyen Khac Dinh; leaders of central ministries, departments, agencies, committees of the National Assembly; leaders of provinces and centrally run cities.

In his opening speech, Prime Minister Pham Minh Chinh stated that institutional building and improvement is one of the three strategic breakthroughs and major policies of the Party and State. The Government has identified this as a key task and focused on synchronous implementation from institutional building and improvement to law enforcement. Investment in institutional building is considered investment for development; institutional improvement is to open up and promote other breakthroughs, mobilizing all resources for development, especially infrastructure.

At its sessions, the 15th National Assembly passed a large number of laws and resolutions, including many important ones. At the 7th Session alone, the National Assembly passed 11 laws, 2 normative resolutions; 1 resolution on the 2025 Law and Ordinance Development Program, adjusting the 2024 Law and Ordinance Development Program, and 9 resolutions on socio-economic management.

The National Assembly and the Government have shown great determination, made great efforts, and taken drastic, effective, and efficient actions; proactively and synchronously implemented many solutions with practical improvements and innovations in law-making; focused on immediately removing difficulties, obstacles, and bottlenecks that hinder development, especially in the fields of land, infrastructure, investment, and business...

According to the Prime Minister, the development and promulgation of laws and resolutions is difficult, and the implementation of these documents and their effectiveness is even more difficult. In fact, the organization and enforcement of laws has not been truly effective and efficient; there are still many issues that need to be adjusted, revised and supplemented, especially those related to new growth drivers such as digital transformation, green economy, circular economy, etc.
Therefore, organizing today's conference is extremely necessary to focus on thoroughly understanding the new points, key contents, requirements and main tasks to put newly issued laws and resolutions into practice, and at the same time review some of the results achieved, the advantages and difficulties in the process of implementing some laws passed by the 15th National Assembly.
At the same time, listen to the opinions of ministries, branches and localities on the advantages, difficulties and obstacles in practice as well as in the process of implementing legal regulations; draw lessons to improve the quality of drafting legal documents. At the same time, thoroughly grasp Regulation No. 178-QD/TW dated June 27, 2024 of the Politburo on controlling power, preventing and combating corruption and negativity in law-making work.

Regarding tasks and solutions for the coming time, the Prime Minister emphasized that the implementation of laws and decrees is a heavy task, requiring urgency, timely response, and effective compliance with people's wishes.
Therefore, the Prime Minister requested that leaders of ministries and local branches need to be more determined, make greater efforts, take more drastic and focused actions; clearly assign people, tasks, time, results, responsibilities, and products to inspect and urge; carry out emulation and reward work, and handle shortcomings clearly, fairly, and democratically.
Implement 5 steps: Accelerate progress, improve the quality of law-making according to the set schedule; accelerate the removal of difficulties and obstacles from practice, research and supplement to perfect the law-making process; accelerate the mechanism of reasonable, appropriate, feasible and effective decentralization in coordination with agencies in the political system, in building and organizing law enforcement; accelerate the dissemination and education of law to make it attractive, so that people know, understand, do and respond.
At the same time, the Prime Minister requested that localities proactively review practical difficulties in implementing laws and resolutions of the National Assembly and send proposals to the Government in August 2024 for the Government to synthesize and submit to the National Assembly for consideration and resolution.
At the conference, leaders of ministries and branches thoroughly grasped and implemented a number of Laws and Resolutions of the 15th National Assembly. Ministries, branches and localities discussed important issues and proposed feasible and practical solutions, contributing to further strengthening coordination, creating synchronization and unity among agencies to continue improving the quality of implementation work, ensuring the implementation of the Laws and Resolutions of the National Assembly into life.

For Nghe An province, Resolution No. 137/2024/QH15 of the National Assembly is an important content to concretize and contribute to helping Nghe An province successfully implement the goals and tasks set out in Resolution No. 39-NQ/TW of the Politburo.
The National Assembly's approval of the Resolution on piloting a number of specific mechanisms and policies for the development of Nghe An province is only a necessary condition; the responsibility of the Party Committee, Government, business community and people of Nghe An province, together with the attention and support of the Government and central ministries and branches, is a sufficient condition to help Nghe An province successfully implement the Resolution of the National Assembly.
In order to maximize the effectiveness of the National Assembly Resolution and promptly bring policy mechanisms into life, Nghe An province has determined that the implementation is extremely important and decisive. In particular, from now until the end of 2024, Nghe An province will strive to complete all preparations and ensure conditions for the implementation of Resolution No. 137/2024/QH15 immediately after it takes effect (January 1, 2025).
