On the second working day (July 10), the 31st Session of the 18th Nghe An Provincial People's Council, term 2021 - 2026, received 20 voters' feedback and recommendations via online phone with 23 issues, belonging to 4 groups of fields.

Voters of Kim Bang commune proposed to adjust the information on the Land Use Rights Certificate for forestry land plots for people to ensure accuracy and consistency with actual land use.

Voters of Quynh Mai ward reported that the N3 road through Quynh Thien commune (before the merger) has been under construction for more than 4 years but has not been completed; of which about 300m has not been compensated or cleared, causing more than 10 households to be unable to relocate.
Voters of Dien Chau commune proposed to promptly resolve compensation costs when reclaiming land to implement the Hoang Son Urban Area construction project for the people.
Voter Tran Huu Cu, Tan Chau commune, reported that some businesses have committed many violations in exploiting forest land but have not been handled.
Voters of Truong Vinh ward reflected that the expansion plan of Vinh University, campus 1, was made in 2009 but has not been implemented yet, affecting the division of land plots and the issuance of land use right certificates for people.

Voters of Minh Thanh commune proposed to repair and upgrade provincial road 538E through Minh Thanh commune because it has degraded.
Voters of Thanh Vinh ward reported that Nguyen Huu Dien and Nguyen Duc Canh streets have been planned to be upgraded and expanded for 40 years but have not yet been implemented; they requested that the authorities clearly inform them whether they will continue to implement it or not so that people can feel secure and stabilize their lives.
Voters in Minh Son commune reported that the electricity bill in June doubled for no apparent reason, the electricity was unstable and intermittent, affecting daily life; and that the construction of National Highway 7A had been going on for many years without completion, causing frustration and difficulties for the people.

Voters of Tan An commune proposed that the State consider increasing the allowance for worshiping martyrs, because currently the allowance regimes for other policy subjects have been adjusted to increase.
Voters of Truong Vinh ward proposed to merge villages, blocks, and hamlets by the end of December 2025 to stabilize operations from the beginning of 2026.
Voters in some communes and wards have proposed adjusting the morning working hours in the summer in the province to start at 7:30 a.m. and end at 12 p.m. The reason is that many newly established communes have large areas, and officials and civil servants have to travel far; at the same time, the need to solve people's work often lasts a long time, while the current time frame does not meet the reality.

Some voters in the province reflected: According to the direction of the Central Government, from the 2025-2026 school year, teaching will be implemented in 2 sessions/day at primary and secondary levels; however, in the context of a shortage of teachers, it is recommended that the province should supplement the budget to pay for overtime teaching for teachers.
Some voters reported that the situation of trading and processing food (roasting pigs, chickens, ducks, goats...) on the sidewalks in the wards (in the old Vinh City) is common, encroaching on the roadside, causing loss of urban beauty and potential risk of food safety and hygiene; recommending that the new wards after the merger increase inspection and strict handling.
Voters in Quang Dong commune reported that some disabled people were not included in the monthly social security allowance; at the same time, they recommended that village cadres after the merger must have intermediate or higher qualifications to meet the requirements of serving the people.
In addition to the above contents, through the online telephone line at the Provincial People's Council meeting, 2 opinions were also received that were reflected at previous meetings and were resolved by competent authorities, responded to voters, and a number of opinions reflecting other complaints, denunciations, and recommendations that were advised by the Office of the National Assembly Delegation and the Provincial People's Council to be transferred to competent authorities for resolution, guidance, and response to citizens, so they will not continue to be summarized at this meeting.
Based on the opinions and suggestions of voters and people sent to the meeting via the online telephone line and the petition reception department; after the meeting, the Standing Committee of the Provincial People's Council studies, considers, and forwards them to relevant agencies for resolution and response to voters according to regulations.
