3rd Session, 15th National Assembly: Promoting determination to successfully implement the Resolution of the 13th National Party Congress

The 3rd session of the 15th National Assembly will open on May 23, 2022 in Hanoi.

The meeting took place in the context that the whole country is continuing to resolutely, extensively and effectively implement the Overall Program for COVID-19 Prevention and Control and the Program for Socio-Economic Recovery and Development. In particular, the 5th Conference of the 13th Party Central Committee has just concluded successfully, creating momentum to promote the determination to successfully implement the Resolution of the 13th Party Congress in the new context of the country.

Review and approve 5 draft laws

At this session, the National Assembly will consider and approve 5 draft laws and 3 draft resolutions with many contents to continue implementing safe and flexible adaptation policies and effectively control the COVID-19 pandemic to restore the economy and support people and workers in the new normal conditions.

Specifically, the draft laws and resolutions considered and approved by the National Assembly include: Law on Mobile Police; Law on Cinema (amended); Law on Insurance Business (amended); Law on Emulation and Commendation (amended); Law on amending and supplementing a number of articles of the Law on Intellectual Property; Resolution on piloting a model of organizing labor activities, career guidance, and vocational training for prisoners outside prisons; Resolution on the 2023 Law and Ordinance Development Program, adjusting the 2022 Law and Ordinance Development Program; Resolution on piloting a number of specific mechanisms and policies for the development of Khanh Hoa province.

The National Assembly also gave opinions on six other draft laws, including: the Law on Petroleum (amended); the Law on Domestic Violence Prevention and Control (amended); the Law on Inspection (amended); the Law on Grassroots Democracy Implementation; the Law on Amending and Supplementing a Number of Articles of the Law on Radio Frequencies; and the Law on Medical Examination and Treatment (amended).

At the 3rd Session, the National Assembly spent a lot of time reviewing socio-economic issues, the state budget, supervision and other important issues. In particular, the National Assembly will review and comment on reports on additional assessments of the results of the implementation of the socio-economic development plan and the state budget in 2021; the implementation of the socio-economic development plan and the state budget in the first months of 2022; approve the 2020 state budget settlement... The National Assembly will review and decide on the transfer of borrowed capital for re-lending and government guarantees into state budget allocation.

The National Assembly considered and decided on the investment policies of 5 projects: Hanoi Capital Region Ring Road 4 Project; Ho Chi Minh City Ring Road 3 Project; Bien Hoa - Vung Tau Expressway Project; Khanh Hoa - Buon Ma Thuot Expressway Project; Chau Doc - Can Tho - Soc Trang Expressway Project; reviewed the summary and overall assessment of the implementation of Resolution No. 66/2013/QH13 dated November 29, 2013 on adjusting a number of contents and solutions to continue effectively implementing the investment policy for the construction of Ho Chi Minh Road according to Resolution No. 38/2004/QH11 until 2020 - 2021 and the plan to implement the Ho Chi Minh Road project in the next phase.

Notably, the National Assembly has supremely supervised the implementation of policies and laws on planning since the Law on Planning came into effect; reviewed and approved Resolutions on the Supervision Program and established the National Assembly's Thematic Supervision Delegation in 2023; and conducted questions and answers from National Assembly deputies.

The National Assembly listened to the Central Committee of the Vietnam Fatherland Front report summarizing opinions and recommendations of voters and people sent to the 3rd Session of the 15th National Assembly; listened to the Standing Committee of the National Assembly report on the results of supervising the settlement of voters' recommendations sent to the 2nd Session of the 15th National Assembly. The National Assembly also considered and approved the Resolution of the 3rd Session of the 15th National Assembly (including the extension of the application period of Resolution No. 42/2017/QH14 dated June 21, 2017 on piloting the handling of bad debts of credit institutions and contents related to the Ho Chi Minh Road project).

Ensure absolute security for the Meeting

The 3rd session is the longest in-person session since the beginning of the term, after the COVID-19 pandemic has been basically controlled. With a large workload and many important contents, the Session has attracted the attention and great expectations of the people nationwide. In particular, the question and answer session - an important highlight of the Session continues to receive the attention of voters.
Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong said that the question and answer session will last for 2.5 days. According to tradition, at the Mid-Year Session, the Deputy Prime Minister and ministers and heads of sectors will answer questions from National Assembly deputies.

Regarding the process of selecting the content of the interpellation, the Secretary General of the National Assembly and Head of the National Assembly Office emphasized that according to regulations, May 23 is the deadline for National Assembly delegations to submit reports on the content of the interpellation request. "To date, we have received 18 reports from National Assembly delegations; of which 29 groups of issues are related to the Prime Minister, the Supreme People's Court, 14 ministers, and heads of sectors. The processes and procedures are being carried out according to regulations," said Mr. Bui Van Cuong.

To successfully organize the Session, recently, the National Assembly Standing Committee has directed the National Assembly agencies and the National Assembly Secretary General to carefully prepare the content and program, especially the conditions to ensure the organization of the Session.

Secretary General of the National Assembly, Head of the National Assembly Office Bui Van Cuong said that the current epidemic situation with infection and death rates has been controlled, ensuring safety. Vietnam is also implementing the new normal state, so the 3rd Session is organized in a centralized form. The National Assembly Office has coordinated with the Ministry of Health to thoroughly consider and conduct tests for all delegates, guests, reporters, etc. During the course of the Session, if necessary, the National Assembly Office will continue to consider COVID-19 testing. In addition, the National Assembly Office also reserves an area so that if any delegate tests positive for SARS-CoV-2, they will arrange accommodation and online meetings there.

Building on the experience of previous sessions, preparations continue to be carried out carefully and thoroughly, ensuring all conditions, information and propaganda work... so that the 3rd Session takes place smoothly, safely, effectively and successfully, increasingly meeting the expectations of voters and people nationwide.
