The 4th session of the 18th term People's Council of Nghe An province conducted a group discussion session.

Each group includes delegates from localities with similar natural, economic and social conditions to focus on discussions and contribute in-depth and specific opinions on appropriate content groups to improve the quality of discussions on reports and resolutions.

The Standing Committee of the Provincial People's Council requested that the Provincial People's Council delegates and guests of the session spend time focusing on discussing key contents in various fields.

In particular, regarding the implementation of socio-economic tasks in 2021 and the socio-economic plan for 2022, delegates focused on discussing and evaluating the achieved results; the impact of the Covid-19 pandemic on socio-economic development, national defense - security and people's lives.

Solutions to restore production and business; implementation of Covid-19 prevention and control work; policies to support employees and employers affected by the Covid-19 epidemic.

The Standing Committee of the Provincial People's Council also requested delegates to analyze the existing problems and causes, especially the subjective causes under the leadership, direction and implementation responsibilities of all levels and sectors in each economic, cultural and social field; State management, administrative reform; internal affairs, national defense and security; ethnic and mountainous areas.

Accordingly, referring to the contents such as 6/28 main targets in 2021 are expected to not achieve the set targets, including 5 economic targets, 1 environmental target, including an important development target.

The progress of disbursement of public investment capital from some capital sources, some district units and sectors is still slow, especially foreign capital; illegal exploitation of minerals (stone, soil, sand, gravel, etc.) still occurs in some localities, causing public outrage.

The implementation of policies to support workers and employers facing difficulties due to the Covid-19 pandemic in some localities is still slow, revealing many shortcomings and obstacles; pressure to solve employment and ensure social security while the number of Nghe An citizens returning from epidemic-hit provinces is large.

Although administrative reform has been directed to be implemented vigorously, it has not met the requirements; the publicity of administrative procedures according to regulations, the review to simplify and reduce the time for handling administrative procedures has not been timely and complete in some places; receiving documents through online public services has not been effective, the number of documents submitted and processed online is still limited; there is still a situation of administrative procedure handling being slower than the prescribed time.

Regarding the key tasks in 2022, the Standing Committee of the Provincial People's Council requested delegates to focus on discussing the contents that need to be focused on leadership and direction; especially paying attention to targets that require high efforts such as: Economic growth, restructuring of economic sectors; budget collection in the area;...

Solutions for safe, flexible adaptation and effective control of the Covid-19 pandemic and socio-economic recovery and development; solutions to ensure social security; vocational training associated with job creation for workers, especially workers in localities returning to the province.

Pay attention to solutions in leadership, direction, management, investment attraction, effective promotion of resources; resolve difficulties in production and business, especially in the fields of industry and tourism services.

The Standing Committee of the Provincial People's Council also requested delegates to further discuss the reports of the Provincial People's Committee such as: Report on the implementation of the public investment plan in 2021; tasks in 2022; implementation of the budget revenue and expenditure estimates in 2021; budget estimates and allocation plans for 2022 and on draft resolutions submitted to the session, activities of the Provincial People's Council; direction and administration of the Provincial People's Committee.

In addition to the above contents, based on the actual situation and studying the reports of the Standing Committee, the Provincial People's Council Committees, the Provincial People's Committee... the delegates discussed other issues of interest to the delegates.
