The 5th session of the 15th National Assembly: Great success, continued innovation and creativity, increasingly better meeting practical requirements
(Baonghean.vn) - In his closing speech, National Assembly Chairman Vuong Dinh Hue emphasized: The 5th session of the 15th National Assembly was a great success, continuing to innovate and create, increasingly better meeting practical requirements.
On the afternoon of June 24, after 23 days of serious, urgent, scientific, democratic and highly responsible work, the 5th Session of the 15th National Assembly completed the entire agenda and held its closing session. Attending the closing session were General Secretary Nguyen Phu Trong; President Vo Van Thuong; Prime Minister Pham Minh Chinh; Permanent member of the Secretariat, Head of the Central Organization Commission Truong Thi Mai; Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien.
On the National Assembly side, there were National Assembly Chairman Vuong Dinh Hue; Permanent Vice Chairman of the National Assembly Tran Thanh Man; Vice Chairman of the National Assembly Nguyen Khac Dinh; Vice Chairman of the National Assembly Nguyen Duc Hai; Vice Chairman of the National Assembly Tran Quang Phuong; members of the National Assembly Standing Committee; Heads, Deputy Heads of Delegations, and National Assembly deputies of 63 National Assembly delegations of provinces and centrally run cities.
The National Assembly Delegation of Nghe An province consisted of 13 delegates led by Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council as Head of the National Assembly Delegation attending the meeting.

In 23 days (divided into 2 phases: phase 1 from May 22 to June 10; phase 2 from June 19 to June 24), regarding legislative work, the 5th Session of the 15th National Assembly carefully reviewed and voted to pass 8 laws, including: Law on Consumer Rights Protection; Law on Bidding; Law on Prices; Law on Electronic Transactions; Law on Cooperatives; Law on Civil Defense; Law on amending and supplementing a number of articles of the Law on People's Public Security; Law on amending and supplementing a number of articles of the Law on Exit and Entry of Vietnamese Citizens and Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam.
The National Assembly also passed three legal resolutions, including: Resolution on taking a vote of confidence and voting for people holding positions elected or approved by the National Assembly and People's Councils; Resolution on the 2024 Law and Ordinance Building Program, adjusting the 2023 Law and Ordinance Building Program; Resolution on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.

The National Assembly listened to the Government report on the results of collecting public opinions on the draft Law on Land (amended) with more than 12 million opinions, giving opinions for the second time, completing a basic step for the draft Law on Land (amended); giving many very important first opinions for 8 other draft laws, including: Law on Credit Institutions (amended); Law on Citizen Identification (amended); Law on Real Estate Business (amended); Law on Housing (amended); Law on Water Resources (amended); Law on Telecommunications (amended); Law on Management and Protection of National Defense Works and Military Zones; Law on Forces Participating in Protecting Security and Order at the Grassroots Level.

Regarding supervision activities, the National Assembly conducted thematic supreme supervision on “mobilization, management and use of resources for Covid-19 prevention and control, implementation of policies and laws on grassroots health and preventive medicine”. The National Assembly spent 2.5 days questioning members of the Government on 4 groups of fields: Labor - Invalids and Social Affairs, Ethnicity, Science and Technology, Transport and passed a Resolution on questioning activities at the session.

Regarding personnel work, with strict processes and procedures, on the basis of Party regulations and State laws, the National Assembly considered and decided on personnel work for the following positions: Member of the National Assembly Standing Committee, Chairman of the National Assembly's Finance and Budget Committee, Minister of Natural Resources and Environment for the 2021-2026 term, and approved the proposal to appoint 1 judge of the Supreme People's Court.
In addition, the National Assembly discussed in the hall many important contents on socio-economics, the State budget, resolved voters' petitions and passed the Resolution on the National Assembly's Supervision Program in 2024 and resolutions to establish the National Assembly's Supervision Delegation for 2 contents including: The implementation of Resolution No. 43/2022/QH15 of the National Assembly on fiscal and monetary policies to support the Socio-economic Recovery and Development Program and the National Assembly's resolutions on a number of important national projects. And the implementation of policies and laws on real estate market management and social housing development.

In his closing speech, National Assembly Chairman Vuong Dinh Hue pointed out that, along with efforts to improve the legal system and enhance the effectiveness and efficiency of supervision, at this session, the National Assembly promptly issued many important decisions to promote socio-economic recovery and development, and support people and businesses. The National Assembly requested the Government, relevant agencies, levels and sectors to continue to synchronously, promptly and comprehensively implement policies, tasks and solutions according to the goals set by the Party Central Committee, the National Assembly and the Government.
The National Assembly Chairman emphasized that in order to fundamentally resolve the shortcomings of mechanisms and policies, the National Assembly decided to assign the Government to preside over and coordinate with the National Assembly agencies, relevant agencies, and localities to review the system of legal documents; specifically identify unclear, contradictory, overlapping, loopholes, and inadequacies, and problems in laws, decrees, circulars, and guiding documents, etc., report the review results at the 6th Session (October 2023); promptly direct the amendment and supplementation of sub-law documents that are no longer appropriate, and recommend the National Assembly and the National Assembly Standing Committee to amend, supplement, and promulgate new laws and resolutions.

In order for the laws and resolutions passed by the National Assembly at the 5th Session to soon come into effect and become effective, the National Assembly Standing Committee will coordinate with the Government, the Supreme People's Court, the Supreme People's Procuracy, and relevant agencies and organizations to organize conferences to disseminate and implement the laws and resolutions passed at this session in the third quarter of 2023.
National Assembly Chairman Vuong Dinh Hue requested that National Assembly deputies promptly report to voters nationwide on the results of the session, regularly maintain close contact, listen to and honestly reflect voters' opinions and aspirations, encourage people to well implement the Party's guidelines and policies, the State's policies and laws; and actively supervise the organization and implementation of the Constitution and laws, including the laws and resolutions recently passed by the National Assembly.
