(Baonghean.vn) - Speaking at the signing ceremony, the Chairman of the Provincial Vietnam Fatherland Front Committee emphasized that it is necessary to change the mindset of supporting the poor in a "long-term" manner, instead of giving "fish" by "giving fishing rods" associated with raising the level of the subjects' mindset of wanting to "go fishing" to escape poverty.

Coordinate 3 groups of content and tasks
Before the signing ceremony, leaders of the two agencies discussed the format, legal basis, purpose, objectives, contents, tasks and coordination solutions.

Accordingly, the coordination program between the two agencies aims to specify the tasks and solutions to effectively implement the Coordination Program No. 10, dated December 23, 2022 between the Standing Committee of the Central Committee of the Vietnam Fatherland Front and the Bank for Social Policies.
Along with that, it is to promote propaganda and dissemination of the Party's guidelines and policies, the State's laws and policies on social policy credit as well as the movement "For the poor - No one is left behind"; the results of implementing the Fund for the poor, implementing social policy credit in the province...

The two sides also agreed to coordinate 3 groups of content, tasks and solutions.
Including, coordinating to promote propaganda work on the Party and State's policies and guidelines on social credit, poverty reduction, and social security.
Coordinate the implementation of social monitoring and criticism activities to improve the effectiveness of social policy credit.
Coordinate the mobilization of resources to support the poor, ensure social security, and supplement capital for social policy credit.


Need to change mindset to support the poor
Speaking at the signing ceremony, Comrade Vo Thi Minh Sinh - Member of the Provincial Party Standing Committee, Chairman of the Provincial Fatherland Front Committee said that the Provincial Vietnam Fatherland Front Committee and Nghe An Branch of the Bank for Social Policies share the same target of serving the poor, poor households, near-poor households, and those in especially difficult circumstances in supporting, helping and having specific, practical impacts to help these subjects rise out of poverty, stabilize their lives, and contribute to the good implementation of social security work in the area.
On that basis, the two agencies need to consider the idea of innovating the approach, supporting and accompanying poor and near-poor households and households in particularly difficult circumstances in a more "long-term" and sustainable manner; instead of giving "fish" by "giving fishing rods" associated with raising the level of thinking of the subjects who want to "go fishing" to develop the economy, escape poverty and stabilize their lives.

With that viewpoint and ideology, the Chairman of the Vietnam Fatherland Front Committee of Nghe An province emphasized that the two sides will actively coordinate to build a database of poor, near-poor households, and households in especially difficult circumstances who need to borrow capital for study, vocational training, economic development, and sustainable poverty reduction to work together, mobilize support resources, and meet the needs of the subjects.
The Standing Committee of the Vietnam Fatherland Front Committee of Nghe An province and the Branch of the Social Policy Bank of the province are jointly responsible for studying current regulations to supplement social policy credit capital from the mobilized fund for the Poor to serve the poor in economic development as well as coordinate to mobilize other resources to support the poor, contributing to ensuring social security and socio-economic development in the province.
