Disciplining senior officials: 'Not afraid of lack of officials and talent'

The Central Inspection Committee has just concluded and announced the violations of Da Nang Party Secretary Nguyen Xuan Anh and Da Nang People's Committee Chairman Huynh Duc Tho. According to delegate Luu Binh Nhuong, this can also be considered one of the clear statements on the implementation of policies and determination in the work of perfecting the apparatus, cleaning up the cadre team, especially leaders holding high positions, heads of Party and State agencies.
Disciplinary action against senior officials, which was previously a "forbidden zone" and only "internal", is now a regular task aimed at rectifying the Party, preventing violations of the Party's guidelines and policies, violations of State policies and laws, and violations of ethics by leaders and managers.
At the same time, there is no precedent for two top leaders of the Party and the government of a centrally-run city being considered for disciplinary action. We are not afraid of a lack of cadres and talent. The most worrying thing is that cadres commit mistakes, are corrupt, and are not worthy of being assigned by the Party to hold leadership power, and of being entrusted by the People to run the country.

"A high-ranking leader of the "minister" rank being considered for four serious mistakes, especially mistakes regarding qualifications and titles, is truly worrisome and cannot be justified," said Mr. Luu Binh Nhuong.
This National Assembly delegate also shared that he has received quite a lot of petitions and information from the people. Recently, he received and forwarded a complaint about a specific case of "illegal use of degrees and promotion, failure to handle officials who falsified their degrees" to the Central Inspection Committee.
“Because of some of the things that were discovered before as well as the events that happened in Da Nang, I think there will certainly be many people who take advantage of their positions, loopholes in the recruitment, appointment, and promotion mechanism, and commit fraudulent acts regarding their qualifications to advance themselves,” said Mr. Luu Binh Nhuong.
Looking at relationships and qualifications for promotion will be harmful.
Delegate Luu Binh Nhuong emphasized that rejuvenating the team is one of the Party's important policies to strengthen the Party and State, and at the same time to contribute to training and fostering talented people and good cadres, creating breakthroughs in the fields of political activities, economics, national security and defense, international cooperation, etc. Building a team of young cadres to carry out immediate tasks, create a leadership force for the next generation and serve the long-term vision is an urgent requirement.
In recent times, the Party and the State have implemented the policy of planning, rotating, training, fostering, and appointing many young cadres to leadership positions at all levels at the central and local levels. Many have developed good qualities, leadership capacity, vision, and generally have heart and vision. This is a very important initial success, contributing to the realization of President Ho Chi Minh's teachings in his Testament: "Fostering the next generation of revolutionaries is a very important and necessary task."
According to Mr. Luu Binh Nhuong, to have young, talented, "mature" leaders who are capable of shouldering the work of the Party and the State, two processes must be carried out well: First, the Party and the State need to discover, take care of training, and foster talents, people who are both "red" and "specialized"; Second, the cadre himself must practice, learn, and train himself to become a useful person, with knowledge and understanding, especially a good person, with humanity, integrity, and knowing how to strive for the interests and survival of the Country and the People.
“In those two processes, it is necessary to pay close attention to creating conditions and opportunities for cadres to demonstrate their abilities, mettle, and reveal good qualities, which means they must have real experience. Because people often say, “experience is the teacher of all teachers”, wanting to gain experience sometimes comes at a price. If we only look at relationships and degrees, and even “fake” degrees, to appoint and promote, it will be extremely harmful” – the National Assembly delegate from Ben Tre expressed his opinion.
For officials, only through practical testing can we prove their honesty, how much honesty they have, how long they have been honest… not just through statements when they are newly appointed. According to him, it is also necessary to research and evaluate to find the root cause of the “unstoppable decline” to draw common lessons.
“I strongly agree and support the idea of a general review of the issue of appointing officials at all levels, sectors and fields. Cases of using fake degrees or dishonest declarations of degrees must be handled very strictly, avoiding empty “criticism” or formal “experience learning” and then transferring to another place, or even to a more important position as public opinion is upset” – Mr. Luu Binh Nhuong expressed his agreement with the recommendation of the Judicial Committee when examining the 2017 anti-corruption work report, which was recently submitted to the National Assembly Standing Committee./.
