Disciplinary action against Chairman of Dak Lak Provincial People's Committee
The Central Inspection Committee decided to discipline Mr. Lu Ngoc Cu, Chairman of Dak Lak Provincial People's Committee, with a warning.
Regarding Mr. Lu Ngoc Cu, Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Dak Lak Provincial People's Committee. In performing his assigned duties and tasks, Mr. Lu Ngoc Cu had shortcomings and violations in implementing Regulation No. 51-QD/TW, dated April 19, 2007 of the Secretariat of the 10th Party Central Committee on the tasks and working relations of the Standing Committee of the Provincial Party Committee, the City Party Committee, the Working Regulations of the Provincial Party Committee and a number of regulations of the Government, of the Central Ministries and branches, as shown through a number of actions: The policy for Loc Phat Trading & Production Limited Liability Company to survey and establish a rubber planting project in the upstream protection forest area; The policy of assigning the Dak Lak Province Urban and Environmental Management One Member Limited Liability Company as the investor of many projects, including the project to upgrade and expand Tran Quy Cap Street, Buon Ma Thuot City, used government bond investment capital (from the reserve capital of the Central Highlands General Hospital construction investment project); the decision to grant a license, recognize the Charter and allow the establishment of a Voluntary Charity Fund to operate in a wide scope, raise and receive funding from domestic and foreign organizations; the decision to separate the Development Investment Fund into an independent operating unit and appoint a Director without reporting to the Standing Committee and the Standing Committee of the Provincial Party Committee; the comrade lacked exemplary behavior in taking out a large bank loan in Dak Lak Province, allowing his wife to buy and sell many houses and lands, not fully reporting his wife's actions to the Party organization, violating the Regulations on what Party members are not allowed to do.
The above shortcomings and violations of Mr. Lu Ngoc Cu are serious, causing economic damage and negative public opinion, affecting the leadership role of the Party organization and his personal reputation. The Central Inspection Committee decided to discipline Comrade Lu Ngoc Cu with a warning.
Regarding the Party Executive Committee of the Dak Lak Provincial People's Committee: The Party Executive Committee of the Provincial People's Committee has loosened its leadership, allowing the Provincial People's Committee to have shortcomings and violations in the leadership, direction and State management of a number of construction investment projects in the province; violated the principle of democratic centralism in implementing the Working Regulations of the Provincial Party Committee and Regulation No. 51-QD/TW, dated April 19, 2007 of the Central Party Secretariat, 10th tenure, on the tasks and working relations of the Standing Committee of the Provincial Party Committee and the City Party Committee in a number of cases. The above violations of the Party Executive Committee of the Dak Lak Provincial People's Committee are serious enough to require disciplinary action. The Central Inspection Committee recommends that the competent Party organization consider and handle the case according to regulations./.
