The Central Disciplinary Committee decided to discipline Mr. Lu Ngoc Cu, Chairman of the People's Committee of Dak Lak province, with a warning.

Regarding Mr. Lu Ngoc Cu, Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, and Chairman of the People's Committee of Dak Lak province: In fulfilling his assigned responsibilities and duties, Mr. Lu Ngoc Cu has committed shortcomings and violations in implementing Regulation No. 51-QD/TW, dated April 19, 2007, of the Secretariat of the Central Committee of the 10th Party Congress on the tasks and working relationships of the Standing Committee of the Provincial Party Committee and City Party Committee, the Working Regulations of the Provincial Party Committee, and a number of regulations of the Government and Central Ministries and branches, as evidenced by several issues: The policy allowing Loc Phat Trading & Production Limited Company to survey and develop a rubber planting project in the upstream protection forest area; The policy of assigning the Dak Lak Provincial Urban and Environmental Management One-Member Limited Liability Company as the investor for many projects, including the upgrading and expansion project of Tran Quy Cap Street in Buon Ma Thuot City, which used government bond investment capital (from the contingency fund of the Western Highlands Regional General Hospital construction project); the decision to grant licenses, recognize the charter, and allow the establishment of a voluntary charity fund operating on a wide scale, collecting and receiving donations from domestic and foreign organizations; the decision to separate the Development Investment Fund into an independent operating unit and appoint a Director without reporting to the Standing Committee of the Provincial Party Committee; the comrade lacked exemplary conduct in borrowing large sums of money from banks in Dak Lak province under his name, allowing his wife to buy and sell many houses and land without fully reporting his wife's actions to the Party organization, violating the Regulations on what Party members are not allowed to do.

The aforementioned shortcomings and violations by Mr. Lu Ngoc Cu are serious, causing economic damage and creating negative public opinion, affecting the leadership role of the Party organization and his personal reputation. The Central Disciplinary Committee has decided to discipline Comrade Lu Ngoc Cu with a warning.

Regarding the Party Committee of the People's Committee of Dak Lak province: The Party Committee of the People's Committee of Dak Lak province has neglected its leadership responsibilities, allowing the People's Committee of Dak Lak to commit shortcomings and violations in leadership, direction, and state management of several construction investment projects in the province; violating the principle of democratic centralism in implementing the Working Regulations of the Provincial Party Committee and Regulation No. 51-QĐ/TW, dated April 19, 2007, of the Secretariat of the Central Committee of the 10th Party Congress on the tasks and working relationships of the Standing Committee of the Provincial Party Committee and City Party Committee in several cases. These violations by the Party Committee of the People's Committee of Dak Lak province warrant disciplinary action. The Central Inspection Committee recommends that the competent Party organization consider and handle the matter according to regulations.
