Party disciplinary action against some party organizations and party members.
On January 2nd, the Central Inspection Commission announced the agenda for its 17th session, which took place from December 25th to 28th, 2012.
According to the announcement, the 11th Central Inspection Committee held its 17th session in Hanoi from December 25 to 28, 2012.
Mr. Ngo Van Du, Member of the Political Bureau, Secretary of the Central Committee of the Party, and Chairman of the Central Inspection Committee, and Mr. Mai The Duong, Member of the Central Committee of the Party and Permanent Vice Chairman of the Central Inspection Committee, presided over the conference.

At this meeting, the Central Disciplinary Committee considered, unanimously concluded, and resolved the following issues:
I. Consider, propose, and decide on disciplinary action against the following Party organizations and members:
1. Regarding the Party Committee of the Vietnam Social Security and Mr. Nguyen Huy Ban, former Secretary of the Party Committee and former Director General of the Vietnam Social Security, and Mr. Le Bach Hong, Secretary of the Party Committee and Director General of the Vietnam Social Security:
The Party Committee of the Vietnam Social Insurance Agency did not amend or supplement its working regulations to align with its functions and tasks during the Party Congress terms from the 9th to the 11th; it also failed to properly and fully implement several provisions of the Party Committee's working regulations, leading to numerous violations by the Director General of the Vietnam Social Insurance Agency in the management and use of the social insurance fund.
During his time as Secretary of the Party Committee and Director General of the Vietnam Social Insurance, Mr. Nguyen Huy Ban failed to direct and implement the amendment and supplementation of the Party Committee's working regulations to align with the functions and tasks of the 9th and 10th Party Congresses; he also failed to properly and fully implement the Party Committee's working regulations and state management regulations regarding loan agreements or interest rate adjustments when renewing loan contracts with interest rates lower than the State Bank's basic interest rate, and lending to ineligible recipients.
Mr. Le Bach Hong, in his capacity as Secretary of the Party Committee and General Director, failed to direct and propose to the Party Committee the amendment and supplementation of the Party Committee's working regulations to suit its functions and tasks; failed to comply with the Party Committee's working regulations; announced the surplus of the health insurance fund in 2010 incorrectly according to financial management regulations; and was not serious in directing the review of responsibility for collectives and individuals with shortcomings and violations in granting loans improperly.
The Central Inspection Committee requested the Party Committee of the Vietnam Social Insurance to seriously review and learn from experience; and to discipline Mr. Nguyen Huy Ban with a warning. For Mr. Le Bach Hong, a Party reprimand was imposed, and the competent authority was recommended to impose disciplinary action at the government level.
2. Regarding Mr. Diep Kinh Tan, former member of the Party Committee, Deputy Minister of Agriculture and Rural Development:
During his tenure as Deputy Minister of Agriculture and Rural Development, he showed a lack of prudence in managing and resolving violations at several enterprises; he had shortcomings in personnel management, in the privatization of enterprises, and in the investment of enterprise capital in real estate...
Mr. Diep Kinh Tan has shortcomings and violations, but not to the extent that disciplinary action is necessary; he needs to seriously review his actions and learn from his mistakes.
3. Regarding the Standing Committee of the Party Committee of the Corporation and Mr. Nguyen Canh Viet, Member of the Standing Committee and General Director of Vietnam Maritime Corporation.
The Standing Committee of the Party Committee still has many limitations and weaknesses in managing and educating Party members, allowing many cadres and Party members to violate regulations, including some cadres holding leadership and management positions who are corrupt and violate the law; lacking responsibility in leadership, direction, and implementation, allowing the Corporation to purchase ships exceeding the permitted number and tonnage; lacking inspection and supervision, allowing cadres and Party members to have shortcomings and violations in the purchase, sale, and repair of ships not in accordance with regulations, causing waste and damage to the State budget.
Mr. Nguyen Canh Viet, in his capacity as a Standing Committee member and General Director of the Vietnam Maritime Corporation, committed violations and shortcomings in the organization and implementation of tasks and in leadership and direction, failing to inspect, supervise, and properly implement the regulations of the Government and the Corporation.
Based on the nature and severity of the violations, the Central Inspection Committee voted to recommend that the competent Party organization impose disciplinary action in the form of a reprimand against the Standing Committee of the Party Committee of Vietnam Maritime Corporation; and that Mr. Nguyen Canh Viet, despite his shortcomings and violations, should not be disciplined but should seriously review his actions and draw profound lessons from his leadership and management.
III- Review and comment on the reports on the results of the investigation and verification by the Party disciplinary complaint resolution teams of the Politburo and the Secretariat:
The Central Inspection Committee discussed and agreed with the report on the results of the investigation and verification by the Politburo's complaint resolution team regarding Mr. Nguyen Hoan, residing in Quarter 3, Quyet Thang Ward, Bien Hoa City, Dong Nai Province; Mr. Pham Dung, Standing Committee Member and Secretary of the La Gi Town Party Committee, Binh Thuan Province; and the complaint resolution teams of the Secretariat regarding Mr. Le Dinh Doanh, residing in Residential Group No. 4, Yen Nghia Ward, Ha Dong District, Hanoi City; Mr. Vu Truong Sam and Ms. Le Thi Xuan, Party members of Branch 4, An Tao Ward Party Committee, Hung Yen City, Hung Yen Province; and Mr. Truong Phu Diem, residing in Hamlet 6, Hoang Yen Commune, Hoang Hoa District, Thanh Hoa Province.
The Central Disciplinary Committee unanimously recommended that the Politburo and the Secretariat consider and decide on the matter within their authority.
IV- The Committee heard reports and discussed the results of the inspection of the receipt and handling of complaints by the Hai Phong City Party Committee's Inspection Committee; at the same time, it gave opinions, considered, and decided on the emulation and reward work of the Party Inspection sector in 2012; reported on the results of the implementation of inspection, supervision and disciplinary tasks in the Party in 2012 and the direction and tasks for 2013; and the plan for implementing cadre planning./.
