Disciplining Mr. Tat Thanh Cang: A major lesson for young officials.
Mr. Tat Thanh Cang's violations are very serious, causing public outrage, to the point that disciplinary action must be considered and implemented.
At its 32nd session, the Central Inspection Commission reviewed and disciplined several officials. Among them, the Central Inspection Commission reviewed and disciplined Mr. Tat Thanh Cang, a member of the Central Committee of the Party and Permanent Deputy Secretary of the Ho Chi Minh City Party Committee, for violations and shortcomings concluded at the 31st session of the Central Inspection Commission. Considering the content, nature, extent, and consequences of the violations; and based on the Party's regulations on disciplinary action against violating Party members, the Central Inspection Commission proposed that the Politburo and the Central Committee consider and impose disciplinary action against Mr. Tat Thanh Cang according to their authority.

“Regarding the young officials who have been disciplined recently, I think there are two reasons. Firstly, they were entrusted with important responsibilities by the Party and the State, but they failed to strive for self-improvement, became complacent too early, and couldn't overcome material temptations. Secondly, the agencies responsible for personnel management did not conduct thorough vetting, leading to the nomination and appointment of such individuals to important positions. In my opinion, not only should the officials who committed violations be punished, but the agencies that nominated and appointed them must also recognize their responsibility,” said Mr. Nguyen Tuc.

Since the 12th National Congress, and especially after the 4th Central Committee Meeting, the Party's determination to fight corruption has become increasingly real and stronger. To date, 59 officials under central management have been disciplined, including 13 Central Committee members, former Central Committee members, and one Politburo member. "This clearly demonstrates that our Party is committed to matching words with actions, with no 'forbidden zones' and no exceptions in handling officials who violate regulations. Since the Doi Moi (Renovation) period, we have undertaken five Party building and rectification campaigns, but this one is stronger and more substantive than the last, building trust among all segments of the population and creating momentum for socio-economic development."
Through incidents like these, Mr. Nguyen Tuc believes that we must frankly acknowledge the root cause: we have been lax in management for a long time at all levels and in all sectors. In particular, the agencies responsible for personnel work have not been perfected and have not performed their functions properly, leading to the practice of buying and selling positions, power, and planning... This is clearly demonstrated in many cases that have been and are being brought to trial. At various conferences, General Secretary and President Nguyen Phu Trong and the Head of the Central Organization Department have also issued numerous directives on combating corruption, buying and selling positions, power, and planning in personnel work.
Another reason is that those who are nominated and appointed do not cultivate themselves, nor do they strive for lifelong dedication to the Party and the people, as they swore when assuming office and standing before the Party flag.
Mr. Nguyen Tuc emphasized that the market mechanism during the 30 years of reform has permeated every aspect of life and even the agencies of the Party and the State. Therefore, to ensure good preparation of personnel for the 13th Party Congress, thorough preparation from many sides is necessary. First and foremost, the State agencies entrusted with the responsibility of personnel work must be truly thrifty, honest, and impartial.
Secondly, all levels involved in the personnel management process must act very seriously and impartially, without favoritism or bribery, and without handing over all responsibility to any particular person.
An equally important aspect is transparency, ensuring that those included in the planning process are not only supervised by the Party committee, but also by Party members and the people. Only then will personnel work be effective and limit the number of officials who commit violations to the point of disciplinary action, prosecution, or trial, as has happened recently.
At its 31st session, the Central Disciplinary Committee reviewed and concluded on the case of Mr. Tat Thanh Cang, Member of the Central Committee of the Party and Permanent Deputy Secretary of the Ho Chi Minh City Party Committee.
Mr. Tat Thanh Cang violated the principle of democratic centralism and working regulations, exceeded his authority, principles, and work procedures, violated the City Party Committee's regulations on the management and use of assets in enterprises owned by the City Party Committee, and violated legal regulations in deciding on business cooperation policies, project transfers, and land use rights transfers of enterprises under the City Party Committee; he approved the policy for the City Party Committee's capital representative to vote on issuing shares to strategic shareholders in enterprises; he lacked responsibility, neglected leadership and direction, and failed to inspect and supervise, allowing the areas under his responsibility to have many legal violations, causing significant damage to the City Party Committee's budget.
During his tenure as a member of the City Party Committee, a member of the City People's Committee, and Director of the Ho Chi Minh City Department of Transport, he violated land and construction investment management laws by signing decisions approving projects and initialing contracts for the construction of four main roads in the Thu Thiem New Urban Area.
Comrade Tat Thanh Cang's violations are very serious, causing public outrage and greatly affecting the prestige of the City Party Committee, to the point that strict legal disciplinary action must be considered and implemented. But the greater desire from the public is to prevent the emergence of other "Ut the bald" and "Vu the aluminum tycoon" types...
