The speech read at the ceremony stated: Exactly 224 years ago (spring of the year of the Rooster 1789), under the outstanding command of Emperor Quang Trung - Nguyen Hue, tens of thousands of soldiers in red flags and cloth of the Tay Son insurgent army carried out a lightning-fast march to Thang Long citadel, defeating 290,000 invading Manchu (Chinese) troops, liberating Thang Long citadel. The victory of Ngoc Hoi - Dong Da on the 5th day of the Lunar New Year of the Rooster 1789 was one of the great and glorious feats in the history of the Vietnamese people's resistance against foreign invaders, demonstrating the will for independence and self-determination of our people.

“Today, right at the temple of Emperor Quang Trung, in the warm atmosphere of spring, we light incense, join the sound of the drums of the Ngoc Hoi - Dong Da victory, and review the great achievements of the hero in cloth, review the history of indomitable struggle, the tradition of defending and building the country of our people... It is even more honorable and proud that Nghe An is one of the special locations for Emperor Quang Trung to recruit troops to fight the enemy, the homeland of his ancestors and at the same time the strategic location he chose to build the capital of Vietnam under the Tay Son dynasty....".
