Ky Son: Strengthening dialogue in mass mobilization work.
To gradually raise awareness among ethnic minority communities, in addition to the dissemination of laws by various departments and functional forces, the Ky Son District Party Committee's Mass Mobilization Department has coordinated with the Party committee, government, and mass organizations to effectively implement the regulations on contact and dialogue with the people.

Faced with the reality that many children of ethnic minorities are being tricked and sold to China by unscrupulous individuals and forced into unpaid labor in some areas, the District Party Committee's Mass Mobilization Department has planned to raise awareness and encourage the people to be more vigilant.
The first dialogue session was organized by the People's Mobilization Committee in Dinh Son 1 village, Huu Kiem commune – where many children of the Khmu ethnic group have been trafficked (over 50 people in the commune have been tricked and "disappeared" from the area). Immediately after hearing the committee's presentation on the dangers of children going missing, some families whose children had left the area in similar circumstances burst into tears and appealed to the authorities to help find them. Other families felt it was an important lesson to be wary of "bad people." Attending this discussion, village elder Lu Trong Que seemed to understand the issue completely. He confided: "The Khmu people have always been closely connected to their villages and rarely travel far. But recently, someone came and said they were going to work for a lot of money, so some of our children followed them, and we haven't heard anything since. Now that people know they were tricked, everyone will be more vigilant…"
The leaders of Ky Son district are increasing their meetings and exchanges with people of ethnic minorities.
In training sessions for grassroots mass mobilization officials, the Mass Mobilization Department of Ky Son District Party Committee focuses on skills in disseminating information and persuading people to prevent their children from associating with bad influences. Through mass mobilization activities, they encourage people to promptly report bad influences to the local authorities, police, border guards, and military, clarifying their tactics, and listening to the people to propose solutions to the authorities and relevant agencies.
Since the beginning of the year, the Mass Mobilization Department has advised the District Party Committee to organize 8 dialogue sessions at the commune and village levels, focusing on specific characteristics. They also organized 2 training courses on the Party's policies and the State's laws for 188 influential individuals. Through these activities, the grassroots democracy regulations were effectively implemented, and in coordination with mass organizations, the State's policies and laws were further disseminated to ethnic minority communities. In most of the commune-level dialogue sessions, leaders from the District Party Committee, People's Council, People's Committee, Fatherland Front, and other mass organizations fully participated, answering questions and addressing legitimate requests from the people.
Through dialogue, the entire political system from the district to the grassroots level has been mobilized, promoting the role of village heads and elders – influential figures – in disseminating information and encouraging people to abide by the law and stabilize their lives; focusing on economic development, poverty reduction, and replicating economic development models such as: commercial cattle and buffalo farming, black chicken and black pig farming, and planting high-value economic crops.
However, in Ky Son district, due to the low level of education, the rugged terrain, steep hills, and difficult transportation, the lives of the people are still challenging. People are slow to update themselves on current events and legal regulations, and their understanding of the law remains vague. Violations related to illegal migration to Laos, land disputes, traffic safety issues, and child marriage are still prevalent. Therefore, disseminating legal information to ethnic minority communities remains a pressing task.
In accordance with Decision No. 2924-QD/TU dated August 30, 2012, issued by the Standing Committee of the Provincial Party Committee on the regulations for contact and dialogue with the people, the Mass Mobilization Department of Ky Son District Party Committee has coordinated with the Standing Committee of the District Party Committee to disseminate and implement the regulations in 100% of communes and towns; and to implement the regulations on mass mobilization work of the political system at all levels.
After a period of implementing the regulations on contact and dialogue in Ky Son district, Mr. Xeo Van Nam - Head of the District Party Committee's Mass Mobilization Department, said: "Through contact and dialogue, cadres, Party members, especially ethnic minorities, have a better understanding of the Party's guidelines and policies, and the State's laws and regulations, promoting the role of the people and creating social consensus. This activity also provides the district with a basis to supplement and adjust appropriate policies, effectively address the legitimate rights and aspirations of the people, and promptly and correctly handle specific and practical issues at the grassroots level. Accordingly, the District Party Committee has a policy of strengthening coordination with the People's Council, People's Committee, Fatherland Front, and other organizations, and continuing to conduct many dialogues with the people."
To continue effectively fulfilling its nhiệm vụ, the Ky Son District Party Committee's Mass Mobilization Department is promoting coordination mechanisms with the District Police, Military, Sub-district 50, the Ethnic Affairs Department, the Fatherland Front, and other departments and agencies in monitoring the situation and advising on the direction and resolution of issues related to mass mobilization work in the area. From there, it is boosting the "Skilled Mass Mobilization" emulation movement, linking mass mobilization work with building a new life in residential areas.
