The national high school graduation exam is organized in clusters.

(Baonghean.vn)- Nghe An voters propose: The establishment of 2 Examination Councils (chaired by the Department of Education and Training and by Universities) for the high school graduation exam is unnecessary. It is recommended that the Ministry of Education and Training only establish one Examination Council. Particularly, schools with special characteristics such as: military schools, police schools, cultural and artistic schools... can have their own regulations to ensure input according to requirements.

Regarding this issue, the Ministry of Education and Training responded as follows:

Pursuant to Resolution No. 29/NQ-TW of the 8th Conference of the 11th Party Central Committee on fundamental and comprehensive innovation in education and training, on September 9, 2014, the Ministry of Education and Training issued Decision No. 3538/QD-BGDDT approving the plan for high school graduation exams and university and college admissions from 2015.

Accordingly, from 2015, only one national high school exam will be held, with results used to consider recognition of high school graduation and as a basis for university and college admissions.

According to the regulations on exam organization, exam invigilation and grading are organized in clusters. For inter-provincial exam clusters, the task of organizing exam invigilation and grading is assigned to qualified universities; exam clusters have at least 2 or more localities and candidates' travel to exam locations must be convenient.

To facilitate students who only wish to be recognized for high school graduation and do not wish to be admitted to universities (for schools that use exam results for admission), the Ministry has assigned local departments of education and training to organize exam clusters for these candidates.

Candidates applying to schools that organize preliminary selection such as schools in the military and police sectors, in addition to taking the national high school exam, must also take a preliminary selection or aptitude test according to the regulations in the Admissions Plan of each university approved by the Ministry of Education and Training.
