Expectations sent from the West
(Baonghean) - On the border land of Western Nghe An, the ethnic community is striving to compete to achieve achievements to welcome the 12th National Congress of the Party. Before the important event of our Party and our country, the ethnic people of Western Nghe An have paid attention and contributed to the Congress with all their faith and expectation for a new cycle of strong development of their homeland and country.
Movements from the West
The draft Political Report of the 11th Party Central Committee at the 12th Party Congress clearly stated: "Overall, over 30 years of renovation, our country has achieved great and historic achievements on the path of building socialism and defending the socialist Fatherland."
In the general movements of the country, under the leadership of Party committees at all levels, Nghe An in general, especially the Western Nghe An region in particular, has made remarkable developments, consolidating the trust of the mountainous people in the Party and the State.

For example, in the mountainous district of Que Phong, where the ethnic minority population accounts for 90%, many changes have been witnessed in the economic structure and people's lives. By the end of 2015, the poverty rate had dropped to more than 33%.
Comrade Lu Dinh Thi, Secretary of Que Phong District Party Committee said: “This is an important premise for Que Phong to continue to implement the set goals and targets. Thereby, completing the goal set by the District Party Congress for the 2015-2020 term, which is to bring Que Phong out of poverty by 2020, striving to become a well-off district in the highlands”.
In Nghia Dan district, high-tech agriculture has been formed and developed, building a prestigious domestic brand of milk, vegetables, tubers and fruits; the Western Nghe An road project connecting Que Phong, Tuong Duong and Ky Son districts opens up development potential for a large residential area that was previously separated by complex mountainous terrain;...

The correct directions under the leadership of the Party during the integration period have aroused the potential of Western Nghe An, improved the material and spiritual life of ethnic minorities; the poverty rate has decreased rapidly over the years. According to the report of the Provincial Steering Committee for Poverty Reduction, by the end of 2015, the poverty rate of the Western region was only over 16% (according to the old standard).
Comrade Vi Hai Thanh, former Secretary of the District Party Committee of the border district of Ky Son, affirmed: “For ethnic minority and mountainous areas, it can be affirmed that the Party and State always have very special attention. Programs 135, 30a;… with huge investment of resources have brought about fundamental changes in the infrastructure of the Western region; brought about livelihoods to improve people's lives”.
Place your trust in the Party Congress
Nghe An's ethnic and mountainous areas cover a large area, covering ¾ of the province's area. Although infrastructure has received considerable investment, due to its low starting point and rugged terrain, socio-economic conditions remain difficult, especially in terms of transportation.
The quality of population and human resources is not high, in some aspects, backward habits in production and living are slowly eliminated; there is still a mentality of waiting and relying on the State. Therefore, although the poverty rate has decreased rapidly, it is still high compared to the general level of the province.
Resolution 26 of the Politburo on the direction and tasks for the development of Nghe An province determines to build the province into an industrial province by 2020 and the center of the North Central region in many fields.

The goal set by the Resolution of the 18th Provincial Party Congress is to make Nghe An a fairly developed province in the Northern region by 2020. To do so, Nghe An province must create a breakthrough in development, including poverty reduction for the 2016-2020 period, which must reach about 2-3% per year, and about 3-4% in mountainous areas.
To achieve this goal, for the Western Nghe An region, the Prime Minister approved the Project on socio-economic development of the Western Nghe An region until 2020. The Party Committees also demonstrated high political determination when they agreed to set very specific goals for the Party Committees in the recent grassroots Party Congress.
With the 12th National Party Congress about to take place, the people of Western Nghe An are looking forward to the Congress with excitement about the country's achievements after 30 years of renovation, while also looking forward to new policies for the development process in the country's regions.
Comrade Tran Dinh Hoi, Secretary of the Party Committee of Nghia Khanh commune, said: "We hope that the Party's orientations and policies on agricultural and rural development will be concretized by policies to replicate the model and create conditions for more effective and competitive agricultural production."

Comrade Lu Thi Hai, Head of the Propaganda Department of Con Cuong District Party Committee, said: “People really hope that the Party will continue to have specific policies to effectively implement vocational training, ensuring adequate facilities, qualified management staff and teachers in vocational schools. Thereby, people will have more opportunities to access new jobs, meet the development requirements of society and promote local potential.”
The steadfast affection of the people of Western Nghe An for the Party has been affirmed since the early days of the Party's establishment and development, maintained to this day, sowing trust and hope for the future.
The ethnic groups of Thai, Mong, Kinh, Kho Mu... as well as all the children of Vietnam are turning their eyes to the heart of the Fatherland, where in less than a week, our Party will enter the 12th National Congress, promising brilliant successes, worthy of the trust and great hope of the people./.
