Great expectations for agricultural production
(Baonghean.vn) - Resolution No. 18/2021/NQ-HDND on a number of policies to support agricultural and rural development in Nghe An for the period 2022 - 2025, approved by the Provincial People's Council in October 2021, is considered a continuation of the policies previously issued in Resolution No. 14/2014/NQ-HDND. With 23 policy groups, the annual support amount of 135 - 145 billion VND, if effectively applied, is expected to create a breakthrough in agricultural production, especially concentrated production, high-tech application, creating synchronous agricultural products, commodities, and large volumes.
Initial results
At this time, Mr. Nguyen Cuong's family in Dien Trung commune, Dien Chau district is focusing on urgently completing a high-tech shrimp farming system with a scale of 3 hectares. "This is a high-tech and modern pond system, with a roof over the pond, the initial investment capital is large, up to 7 billion VND; however, if it goes well, the capital can be recovered after only 1 year," said Mr. Nguyen Cuong. According to Resolution 18/2021/NQ-HDND, Mr. Cuong's family model will be supported with 200 million VND, and that is also the motivation for him to be determined to invest and pursue modern production and farming methods.

After just over 8 months since Resolution 18/2021/NQ-HDND on agricultural and rural development policies was applied, Dien Chau district now has 3 high-tech white-leg shrimp farming models, 5 models of rice land accumulation, 2 newly established cooperatives are completing documents to enjoy policies; the total amount of support has reached over 1 billion VND. With more than 2,500 hectares of vegetables and 43 net houses earning 200 million VND/year, 20/60 cooperatives have performed well in the role of chain linkage in production and product consumption, the province's support policy is expected to open up prospects in the district's agricultural development towards high-value goods.
Dien Chau district is also focusing on implementing policies to support land accumulation, with an expected 4-5 models of rice land lease of 3 hectares or more in 2022; consolidating and establishing new cooperatives to link production and consume products. According to Mr. Le The Hieu - Head of the district's Department of Agriculture and Rural Development, the support policies are very suitable for investing in agricultural production development in the direction of restructuring. “In particular, there are some policies that are very suitable for the trend as well as the reality of agricultural production in Dien Chau district. Such as the policy to support land accumulation for rice production, the policy to support the establishment of new agricultural cooperatives, support aquaculture... and in fact, those policies have gradually come into life, bringing very clear effects to agricultural production in the area. Currently, we are focusing on implementing the policy while continuing to propagate and guide people to apply the policy to their conditions to best promote the effectiveness of the support policy", Mr. Le The Hieu added.

According to Resolution 18/2021/NQ-HDND, the support level is higher than that of Resolution 14/2014/NQ-HDND on the previous agricultural and rural support policy. It clearly stipulates each level of support for each field such as: starting a business in agricultural production, supporting stable production and supporting the development of large-scale concentrated production with investment in science and technology. Currently, the agricultural sector and localities are continuing to promote propaganda, review needs, organize implementation to provide timely support, contributing to quickly putting the resolution into practice.
According to Mr. Nguyen Xuan Dinh - Vice Chairman of Quynh Luu District People's Committee, up to now, many production models in the district have been supported by the policy of Resolution 18/2021/NQ-HDND and because the Resolution has a very wide scope of implementation, in many fields of agricultural production, rural areas and farmers. Therefore, in order for the policy to be truly effective, we have a policy to continue to promote propaganda to the people so that it can be implemented in the most extensive and effective way. On the province's side, it is necessary to arrange resources promptly and adequately to help people access and enjoy the policy conveniently", Mr. Nguyen Xuan Dinh shared.
Expecting a breakthrough in agricultural production
The changes and additions to a number of policies in agricultural production according to Resolution 18/2021/NQ-HDND, period 2022-2025, are considered timely changes, meeting current practical production requirements; expected to create breakthroughs in agricultural production towards concentration, commodity and modernization.
Resolution 18/2021/NQ-HDND has overcome some shortcomings of Resolution 14/2014/NQ-HDND such as small-scale, fragmented, cumbersome procedures, low support limits. In the coming years, Nghe An will prioritize promoting agricultural development towards high-tech application, quality production, focusing on commodity production, and agricultural economy; and the policies of Resolution 18/2021/NQ-HDND are expected to make an important contribution to achieving this goal.
With adjustments to both the limit and the scale of support, the Resolution has a total support level of 135 - 145 billion VND/year, an increase of 14%; the total implementation cost is 557 billion VND for the whole period. In the first year of implementation, the Department of Agriculture and Rural Development submitted to the Provincial People's Committee to allocate 84,608 billion VND and to date, the budget has supported nearly 50 billion VND for the models.

However, currently, some people, businesses and cooperatives have not yet accessed the policies as prescribed in the Resolution, especially some new policy contents such as: Support for land concentration for large-scale agricultural production, policies to support product consumption on e-commerce platforms, policies to support processing...
To quickly put the policy into practice requires the participation and coordinated efforts of departments, branches and localities. Districts need to strengthen propaganda and guidance on the Resolution to all people, cooperatives, enterprises and management staff to effectively organize implementation. In particular, pay attention to directing the implementation of some new breakthrough policy contents such as: Policy to support land concentration for large-scale agricultural production; Policy to support processing, preservation and consumption of agricultural products, policy to apply high technology, mechanize production to reduce labor costs, increase production efficiency and income for people. At the same time, improve the competitiveness and value of agricultural products in the domestic and export markets.
