Processing business registration applications online
Implementing Resolution 35/NQ-CP of the Government on supporting and developing enterprises until 2020, the Department of Planning and Investment of Nghe An province consulted and implemented many synchronous contents to create the best conditions for enterprises, in which special attention was paid to promoting business registration via the electronic network.

To complete the business registration procedure, with a computer connected to the Internet, Ms. Tran Thi Luan (Do Luong) only needs to go to http://dangkykinhdoanh.gov.vn to fill in the information according to the instructions. Within 3 days, she received the results from the Department of Planning and Investment issuing a business registration certificate. “Registering a business establishment online creates great convenience for businesses to submit documents anytime, anywhere through the network system and receive results at home via the postal service. This also means saving time and travel costs for businesses,” said Ms. Tran Thi Luan.
The Department of Planning and Investment's promotion of online business registration is considered a major step forward in the process of reforming administrative procedures and supporting businesses in the province. Mr. Nguyen Trong Binh - Head of Business Registration Department of the Department of Planning and Investment said: Online business registration contributes to the whole country's standardization of data on business registration; so that people and businesses can access public services in the most convenient way; at the same time, leaders monitor the process of handling documents at all stages and departments.
For unqualified dossiers, the Department's staff will provide online instructions with clearly stated instructions to be sent via email address to help individuals and organizations receive information quickly, conveniently edit dossiers, and save time traveling. The Department will process dossiers within 1 to 2 working days for complete and valid dossiers (according to Central regulations, it is 3 days).
Results of the first 8 months of 2017, the rate of online business registration in Nghe An reached 65. New online registrations alone reached 70%. Meanwhile, the national average reached 35.3; The Government's Resolution requires (10).
In parallel with the solution of directly supporting organizations and individuals to register businesses online, the Department of Planning and Investment has coordinated with banks in the province to help businesses open accounts during the establishment or change process; coordinated with the provincial Social Insurance to issue identification numbers for newly established businesses. At the same time, signed a cooperation contract to provide home delivery service for business registration documents with the provincial Post Office to receive and return business registration documents at home, in order to reduce costs and number of trips for businesses.
However, the biggest difficulty in registering a business online today is that the ability of organizations and individuals to access and process information online is still limited. Therefore, the Department of Planning and Investment has increased training for businesses to guide and support businesses in registering their businesses online.
Return results to businesses immediately
In order to create the most favorable conditions for enterprises when handling administrative procedures, from the end of August 2017, the Department of Planning and Investment will immediately return results to enterprises conducting transactions at the one-stop department with 3 contents: Business registration, continuing to supplement enterprise information and notification of seal samples. Accordingly, enterprises do not have to come a second time to receive results.
Accordingly, the Department arranges a Deputy Head of the Business Registration Office to be on duty at the one-stop department, responsible for signing and immediately processing the results for businesses without having to go through the Head of the Business Registration Office. At the same time, the Department arranges an officer from the Business Support Center to be on duty at the one-stop department to provide free guidance on document procedures for businesses.
Identifying administrative reform as a key role and driving force for socio-economic development, in 2017, the Department of Planning and Investment set out 37 key tasks in 8 areas, assigning responsibilities for implementation and specific completion times to the Office and specialized departments under the Department. The leaders and Party Committee of the Department always pay attention to directing the inspection and supervision of administrative reform implementation, considering this as one of the important solutions to determine the criteria for ranking the emulation of civil servants and public employees in the entire agency.
The Department of Investment has installed modern machinery and equipment to ensure better service for customers and people coming to work at the one-stop-shop. A camera system is equipped to monitor the spirit and attitude of implementing the tools of cadres, civil servants and public employees in some important and sensitive positions. Up to now, the Department of Receiving and Returning Results of the Department of Planning and Investment has received and transferred 260 procedures for organizations and individuals in all 3 areas: Business registration; Project appraisal and Direct investment.
At the same time, the Department directs the promotion of information technology application, from the direction and implementation of the tasks of the Department's leaders to all processes from receiving incoming documents, transferring and assigning processing tasks, all of which are mainly carried out via the network environment. In particular, the Party Committee and leaders of the Department attach great importance to building and improving the quality of the staff, civil servants and public employees. Reorganize and perfect the apparatus, rotate leaders between departments, perfect the staff on duty at the one-stop shop; continue to attract high-quality human resources, etc.
Mr. Nguyen Van Do - Director of the Department of Planning and Investment said: "Determining that enterprises are the driving force for development, the Department continues to advise the province on policies to accompany and support enterprises, along with strong and practical solutions, which have created an increasingly open investment and business environment. In particular, focusing on promoting administrative reform, improving competitiveness; implementing an ad hoc and regular dialogue mechanism to remove obstacles and difficulties for enterprises".
In recent times, the Department of Planning and Investment has implemented many synchronous solutions to solve administrative procedures to create maximum convenience for businesses, which has been highly appreciated by the business community. However, this is only the first step to "open up" businesses to join the world economic market. The problem here is to "nurture" businesses to develop "healthily", have competitive capacity, develop sustainably, and contribute to promoting growth and economic restructuring of the province; that requires policies and mechanisms from the province and the Central Government to accompany businesses.
In the first 8 months of 2017, the One-Stop-Shop Department of the Department of Planning and Investment received 6,086 applications, of which 65% of applications were registered online. In the first 8 months of the year, 1,176 new enterprises and 313 units, branches, and representative offices were established, an increase of 215 enterprises and 98 units compared to the same period; the total capital of enterprises registered in the first 8 months of the year was: 6,185,555 billion VND, an increase of 49.4% compared to the same period. |
