Fake recruitment decisions, many people fall into the trap
Having no position, authority, ability to apply for jobs, transfer jobs and fix exam scores, Vu Thi Tham (29 years old, in Trai Hut village, An Binh commune, Van Yen district, Yen Bai province) still received money to... fix jobs and fix scores.
The sophisticated tricks of the subjects are also shown in the forgery of recruitment decisions to exploit the trust of the victims and appropriate property.
Regarding the above case, the Office of the Investigation Police Agency of Yen Bai Province Police has completed the investigation conclusion and transferred the case file to the People's Procuracy of Yen Bai Province to propose prosecuting the subject for fraud and property appropriation.
More than a year ago, through an acquaintance, Ms. Tran Thi Ng. (residing in Van Yen district, Yen Bai province) met Nguyen Thi Nguyet (60 years old, residing in Trai Hut village, An Binh commune, Van Yen district).
Knowing that Nguyet was accepting job applications for many people, Ms. Ng. asked this person to help her foster brother, Ban Van Tr. (in Yen Binh district, Yen Bai province), get his civil service exam re-examined and be placed in the Education sector of Muong Khuong district (Lao Cai). Nguyet agreed with the cost of 150 million VND.
Ms. Ng. then gave Nguyet 72 million VND three times. Next, Ms. Ng. asked Nguyet to request a review of the English exam for her sister's friend, Ha Thi M., to get a civil service position in Simacai district (Lao Cai) at a cost of 150 million VND.
After Nguyet agreed, Ng. transferred another 60 million VND to this subject. While Nguyet had not finished the above matters, in October 2016, Ms. Ng continued to ask this subject to apply for Ban Thi L's niece in Van Yen district to work at the IC 4 intersection, Noi Bai - Lao Cai highway with a cost of 120 million VND. After receiving the money from the victim Ban Thi L, Ms. Ng gave Nguyet 85 million VND...
Previously, around mid-2015, Ms. Hoang Thi Nh. (residing in Van Yen district) also asked Nguyet to apply for her granddaughter Hoang Thi H. (residing in Hung Ha, Thai Binh) to be on the payroll at Nguyen Hue High School, Yen Bai city with a cost of 190 million VND and for her son Nguyen Van Ch. to be on the payroll at the Construction Department of Lao Cai province with a cost of 110 million VND. Ms. Nh. gave Nguyet money 3 times with a total amount of 300 million VND.
After a period of waiting, not seeing Nguyet fulfill her promise, the victims filed a complaint to the Van Yen District Police. The case was handled by the Office of the Investigation Police Agency of Yen Bai Province according to its authority. After receiving the information, the Office of the Investigation Police Agency summoned Nguyet to the headquarters to fight.
From Nguyet's testimony, after consolidating the evidence, the Office of the Investigation Police Agency of Yen Bai Province clarified Vu Thi Tham's criminal behavior. At this time, the subject is being arrested by the My Duc District Police, Hanoi City for fraud and property appropriation.
The investigation has revealed the sophisticated tricks of the criminals: The relationship between Tham and Nguyet originated 2 years ago, when Nguyet received money for her application to apply for a job.
Through social relations, at that time Tham knew Nguyet and gave this person 600 million VND and 4 sets of documents to apply for civil service jobs for 4 cases. Nguyet asked a person named Do Thi Minh Yen in Hanoi to apply for jobs and transferred all the money to the account of a person in Xuan Dinh ward, Tay Ho district (Hanoi).
After that, Nguyet could not find a job, so around March 2015, Tham came to Nguyet to ask for money, but Nguyet had not yet received it back to pay Tham, so the above amount has not been paid...
During the exchange, Nguyet asked Tham if she knew anyone who could help her with the job. At this time, Tham had the intention of committing a crime, so she introduced herself as knowing some people who could help her get a job. At the investigation agency's office, Tham confessed that she knew two people: Dang Ngoc Thai in Bac Giang and Vu Thi Lam Thanh (in Yen Bai city)...
This person said that he could get the job done and told Tham to receive the documents and transfer them to them, and only receive the money when she got the job. From April 2015 to October 2016, Nguyet received a total of more than 1 billion VND and documents for getting jobs, schools, and scores reviewed for 14 cases. In addition to the two cases above, Nguyet also had documents for getting official positions for a number of other cases...
When the job seekers kept pressing, Nguyet called Tham to ask. To avoid detection, Tham hired a person with a Zalo account named Le Trung online to fake some recruitment decisions and job transfer decisions for 1 million VND/decision. Then, the person with Zalo account Le Trung sent photos of the decisions to Tham and Tham sent these decisions back to Ms. Nguyet so that the victim would not ask Tham for money.
As for Nguyet, she had to sell her house to pay part of the money to those who applied for her jobs.
Through verification, the Office of the Investigation Police Agency of Yen Bai Province Police could not identify the person named Dang Ngoc Thai, Vu Thi Lam Thanh and the person with the Zalo account Le Trung. The amount of money appropriated from the victim, Tham deducted the debt to Nguyet... The remaining amount of nearly 600 million VND was used for spending and investing in multi-level marketing that she could no longer pay.
