Forging documents of the Provincial Chairman to... illegally exploit land

On November 29, Ha Tinh Provincial Police issued a decision to prosecute the case, prosecute the accused, and temporarily detain Nguyen Van Dinh (born in 1979, residing in Thach Linh Ward, Ha Tinh City) for the crimes of "Violating regulations on resource exploitation" and "Using fake documents of agencies and organizations"; and a temporary detention order for Nguyen Thanh Le (born in 1977, residing in Nam Ha Ward, Ha Tinh City) for the crime of "Forging documents of agencies and organizations".

Accordingly, during the campaign to carry out the sweep plan of Ha Tinh Provincial Police, based on information that some documents of the Provincial People's Committee were forged, Colonel Dang Hoai Son - Head of the Investigation Police Agency of Ha Tinh Provincial Police directed the unit to coordinate with Ha Tinh City Police and some other professional units to quickly start the investigation.

During the investigation, the authorities clarified that in early September 2018, Nguyen Van Dinh and Le Huy Thanh (residing in Ky Bac commune, Ky Anh district) discussed with Mr. Bui Dinh Son - the owner of a farm in Ky Bac commune, Ky Anh district to exploit Mr. Son's farm land.

After 2 days of exploiting the land, the Commune Police discovered that Mr. Dinh's exploitation was illegal, so they asked Mr. Dinh and Mr. Thanh (owner of the excavator) to immediately stop exploiting the land and imposed an administrative fine.

After that, Dinh continued to sign a contract with a company in Ba Don town, Quang Binh province to rent an excavator to continue exploiting the land at Mr. Son's farm, but was also discovered by the authorities and a record was made. Due to being repeatedly inspected by the authorities, Dinh came up with the idea of ​​forging documents and papers of the Provincial People's Committee to deal with it.

Immediately after that, Dinh drafted a document according to the Provincial People's Committee's template on approving the renovation plan combined with reclaiming land for leveling to serve the new rural construction project. After that, Dinh asked Nguyen Thanh Le, Dinh's school friend, to forge the document and seal of the Provincial Chairman.

After agreeing to help Nguyen Van Dinh, Nguyen Thanh Le completed 3 copies of fake documents as requested by Dinh, then Le called Dinh to pick them up and Dinh paid Le 1,000,000 VND. But then Dinh continued to ask Le to remake 3 copies with the same content as the 3 old copies with a larger, clearer signature, and then Dinh gave Le an additional 300,000 VND.

Receiving the completed documents from Nguyen Thanh Le, Nguyen Van Dinh gave a copy to the Chairman of the People's Committee of Ky Bac commune to continue organizing land exploitation at Mr. Son's farm.

During the investigation process, Nguyen Van Dinh and Nguyen Thanh Le confessed to all their violations.

Currently, the Investigation Police Agency of Ha Tinh Police is continuing to investigate, collect related documents and evidence to handle the case according to the provisions of law.
