Rebuild life after mistakes
(Baonghean.vn) - After completing his prison term, through the policy of helping people who have made mistakes reintegrate into the community, Mr. CVP and his wife were encouraged by the police and the government to work with businesses, so not only did they have a stable income, they were also able to build a new house, and their life turned a new page, brighter and happier.
Overcoming mistakes
At the small house in Xop Nhi village, Huu Lap commune, Ky Son district, happiness has returned to the couple CVP and VTT after many months of both being involved incircle of justiceBefore being in trouble with the law, CVP's family was farming, living a simple life like many other families in the mountainous village. However, in 2014, CVP met some people and was lured into the illegal drug trade. Not long after that, P. was discovered by Ky Son District Police and caught red-handed for illegally possessing drugs. He was then sentenced to 4 years in prison. The storm did not stop there, after the husband served 2 years in prison, in 2015, his wife was also arrested and sentenced to 4 years in prison for illegally possessing drugs. Both husband and wife were imprisoned, the only daughter had to be sent to the grandparents on both sides to take turns raising, the family fell into a tragic situation, the house was abandoned.
In 2018, CVP completed his prison term and returned home, took his daughter home to take care of her, and had a difficult life. The leader of Huu Lap commune said that when he first got out of prison, CVP showed signs of depression and was at risk of being lured back to the wrong path by bad people, so the authorities, together with the commune police and Ky Son district police, regularly met and encouraged the family to try to rise up. At the same time, they contacted companies and businesses to help CVP find a job and stabilize his life.

And since 2015, when he was hired by a construction company in the district, Mr. P. has had a stable income, and is confident in rebuilding his life, avoiding temptations. In 2020, Mr. P.'s wife also completed her prison term and returned home, and was also hired as a worker by the company where her husband worked. Both husband and wife have jobs, and their income has increased, so they are more determined, work harder, and are determined to break away from past mistakes.
“CVP and his wife now not only have jobs and stable incomes, but also have saved up to build a new, spacious house, and their daughter is also married. The government and our functional forces always care and encourage their family to continue to rise up. This is one of the cases we have successfully helped after implementing the model: "The political system and businesses join hands to help and educate people to reintegrate into the community" in Huu Lap commune. In the coming time, the police force will coordinate with local authorities to continue to replicate this model in the district to help more people who have made mistakes quickly reintegrate into the community and make positive contributions to society," said Lieutenant Colonel Nguyen Ngoc Tho - Deputy Head of Ky Son District Police.
Up to now, Ky Son district has 422 people who have completed their prison sentences and returned to their locality to reintegrate into the community, of which 33 people have found stable jobs, 51 people have seasonal jobs, and 24 people are elderly and past working age.
Strengthening propaganda and coordination
Not only in Ky Son district, recently, in the whole province, propaganda work and joining hands to help people who have made mistakes reintegrate into the community have always received attention from all levels and sectors.
Implementing the provisions of law and the direction of the Government and the Ministry of Public Security, the People's Committee of Nghe An province has issued many plans and official dispatches on the execution of criminal sentences and community reintegration in the area, such as: Plan 401/KH UBND dated July 21, 2021 on implementing the workamnesty2021; Official Dispatch No. 6415/UBND dated September 1, 2021 directing the organization of handover, receipt, supervision, education, and assistance of pardoned persons; Official Dispatch No. 8108/UBND-CN dated October 26, 2021 on creating conditions for prisoners who have completed their prison sentences to return to their place of residence...
In particular, implementing Decree No. 49/2020/ND-CP dated April 17, 2020 of the Government detailing the implementation of the Law on Enforcement of Criminal Judgments on community reintegration and implementing the inspection conclusion, the Provincial People's Committee issued Official Dispatch No. 8063/UBND-NC dated October 25, 2021 on strengthening propaganda work on community reintegration. The main content of Official Dispatch 8063/UBND-NC requires relevant departments, branches, and People's Committees at all levels to strengthen propaganda work on community reintegration; rights and obligations of citizens, people who have completed their prison sentences, and are granted amnesty; promoting personal examples and typical models of community reintegration...

Implementing the instructions of the Provincial People's Committee, the Provincial Police Department has issued a plan to coordinate with Vinh Technical and Vocational College to organize 04 short-term vocational training classes for 61 prisoners serving their sentences at the Provincial Police Detention Center, including 02 Civil Masonry classes, 01 Electrical Engineering class, 01 Steel Processing class. The Criminal Enforcement Agency of the District Police and the Commune People's Committee have coordinated with the Courts at all levels to establish 1,490 files of people serving criminal sentences in the community to organize management, supervision and education according to the provisions of law. Localities have received and helped 1,572 people who have completed their prison sentences, 72 people who were pardoned to return to stabilize their lives and reintegrate into the community.
In addition, in recent times, the police force and local authorities have coordinated to develop four new models of community reintegration. These are the models: "Joining hands to reform, provide career guidance, and reintegrate into the community for people who have completed their prison sentences" in My Son commune, Do Luong district; "Promoting the combined strength of the political system, mobilizing all classes of people and businesses to participate in management, education, and helping people reintegrate into the community" in Xuan Hoa commune, Nam Dan district; "Reintegrating into the community" in Quynh Vinh commune, Hoang Mai town; "The political system and businesses join hands to help people reintegrate into the community" in Huu Lap commune, Ky Son district.

To continue improving the quality and effectiveness of the work of helping people who have made mistakes to reintegrate into the community, in the coming time, the Provincial People's Committee requests all levels and sectors to continue to coordinate and widely propagate the humanitarian policies of the Party and State on helping people who have been pardoned to return to their localities. Based on the actual situation, competent levels and sectors will establish inspection teams to evaluate the implementation results at the Public Security of units and localities according to specific topics or integrate other topics to ensure savings and efficiency. At the same time, timely recommendations will be made to remove difficulties, obstacles and shortcomings in the implementation process; lessons will be drawn to improve the effectiveness of community reintegration work.
