Leaking civil servant exam questions, former head of training department sentenced
The former head of the Department of Education and Training of Gia Nghia town, Dak Nong, was prosecuted for unintentionally revealing the teacher recruitment exam questions.

According to the case, in May 2014, the People's Committee of Gia Nghia town organized an exam to recruit civil servants in the education sector, assigning Mr. Ngo Van Linh (Chairman of the commune) and Mr. Le Quang Dan (52 years old, Head of the Department of Education and Training of Gia Nghia town) as Chairman and Vice Chairman of the Selection Council, concurrently Head of the Examination and Assessment Board.
After asking experts to create questions, Mr. Dan chose the topics and answers and asked these people to copy and package them before sending them to the Security Team of Gia Nghia Town Police.
On August 24, 2014, in preparation for the exam, the Provincial Department of Home Affairs Supervisory Board made a record of suspending the interview due to violation of the question-making process. According to regulations, the questions must be selected by the Chairman of the Selection Council. After reshuffling the questions and answers, Mr. Linh continued to organize the interview.
Some candidates later reported to the authorities that the exam papers were leaked. The Gia Nghia Town People's Committee had to issue a decision to cancel the results of the junior high school teacher recruitment exam for 11 successful candidates.
Former head of the Department of Education Dan was prosecuted for intentionally revealing work secrets. According to the investigation agency, Mr. Dan said that because he was busy with a meeting, he asked some specialists to copy and package the exam papers. Meanwhile, Mr. Linh said that his wife let him copy the entire exam papers and answers, but she denied it.
In May, the Dak Nong Provincial People's Court sentenced Mr. Dan to two years of non-custodial reform. Claiming that he did not do it on purpose, the defendant requested a review of the charges.
On October 5, the High People's Court in Ho Chi Minh City held an appeal hearing and determined that the exam papers were top secret documents, but Mr. Dan's storage process did not comply with regulations, affecting the reputation of the Ministry of Education. However, Mr. Linh stated that he had received the answers and exam papers from the defendant's wife, so there was no basis to determine that Mr. Dan intentionally leaked the papers.
The panel of judges accepted Mr. Dan's appeal, changed the charge from Intentional to Involuntary disclosure of work secrets, reduced the sentence to 18 months of non-custodial reform, and reduced his salary by 15%...
