On the afternoon of March 7, the Standing Committee of the Provincial People's Council and People's Committee held a conference to evaluate the results of implementing the coordination regulations in 2018 and deploy the coordination regulations in 2019.

More effective and practical coordination

Also attending the conference were Vice Chairmen of the Provincial People's Council: Cao Thi Hien - Member of the Provincial Party Committee and Hoang Viet Duong - Member of the Provincial Party Committee; Vice Chairmen of the Provincial People's Committee: Le Hong Vinh - Member of the Provincial Party Committee and Le Ngoc Hoa; Nguyen Thi Thu Huong - Member of the Provincial Party Committee, Head of the Provincial Party Committee's Propaganda Department, Head of the Provincial People's Council's Culture and Social Affairs Department.

In 2018, on the basis of the coordination regulations between the Provincial People's Council and the Provincial People's Committee, the two agencies had closer, more effective and substantive coordination on many contents and tasks, contributing to promoting the tasks of the two sides, promoting the common development of the province.

Specifically, the two agencies coordinate to prepare reports and draft resolutions to be presented at the Provincial People's Council meetings in an increasingly scientific and high-quality manner, overcoming the situation of removing draft resolutions from the meeting agenda due to lack of careful preparation.

The two sides also coordinated to ensure that working sessions at the meeting, especially group discussions, hall discussions, question and answer sessions, and resolution passing sessions, all had the serious participation of leaders of the Provincial People's Committee and members of the Provincial People's Committee to absorb and explain the issues raised.

During the year, the two agencies also had better coordination in collecting, synthesizing and urging the resolution of voters' petitions and proposals as well as resolving conclusions and recommendations after supervision and surveys of the Standing Committee and Committees of the Provincial People's Council.

At the meeting, some delegates also pointed out some limitations in coordination work.

That is, some departments and branches are slow in sending reports and draft resolutions for the Standing Committee and Committees of the Provincial People's Council to review before submitting them to the Provincial People's Council session.

Besides some sectors that closely followed and actively participated in resolving the conclusions and recommendations after supervision of the Provincial People's Council, there were still many departments and sectors that, although urged, only responded perfunctorily at the meeting.

On the other hand, the two sides have not yet coordinated to review the implementation of resolutions issued by the Provincial People's Council and the effectiveness of coordination in resolving voters' recommendations and reflections is not high...

Clarifying units that have not thoroughly implemented the conclusions after monitoring

From the limitations mentioned, at the meeting, Chairman of the Provincial People's Committee Thai Thanh Quy accepted and said: In 2019, the Provincial People's Committee will focus on directing the branches to review the resolutions issued by the Provincial People's Council to clearly assess which resolutions are effective, which resolutions are not practical or do not ensure resources to have a solution.

The Chairman of the Provincial People's Committee also said that, drawing on experience, there are resolutions issued that do not come into life, so the guiding viewpoint of the Provincial People's Committee in the construction process in 2019 must be strictly ensured, in addition to resolutions to concretize the Central's policies, resolutions on the province's policies must cover factors and resources to have vitality in practice.

Chairman of the Provincial People's Committee Thai Thanh Quy also hopes that, through the monitoring and urging of the Standing Committee and the Provincial People's Council Committees related to the implementation of conclusions and recommendations after supervision and settlement of voters' recommendations of departments, branches and localities to clarify and promptly inform the Provincial People's Committee to strengthen leadership and direction for departments, branches and localities.

Concluding the meeting, Chairman of the Provincial People's Council Nguyen Xuan Son emphasized: Looking at the Resolution of the 18th Provincial Party Congress, term 2015 - 2020 and the goal of building Nghe An into the center of the North Central region in the spirit of Resolution 26 of the Politburo, many very heavy tasks are set for the entire political system, including the Provincial People's Council and People's Committee. Therefore, each agency needs to make greater efforts and coordinate more closely to promote the tasks of each agency and the common tasks of the province.

In addition to the responsibility of coordination between the two agencies, according to the Chairman of the Provincial People's Council, it is necessary to create synchronous coordination within the entire political system, first of all among departments, branches, and localities for common tasks.

Regarding each specific coordination task, Chairman of the Provincial People's Council Nguyen Xuan Son emphasized 3 coordination contents that need to be focused on and create high efficiency, including coordination to ensure the quality of Provincial People's Council sessions and meetings of the Provincial People's Council Standing Committee and Provincial People's Committee; coordination to direct more decisively, handle more thoroughly the conclusions and recommendations after supervision and resolve recommendations, reflections of voters, complaints and denunciations of citizens...

"When the coordination contents are well implemented, it will contribute to promoting the completion of political tasks of each agency and promoting the overall development of the province," emphasized Chairman of the Provincial People's Council Nguyen Xuan Son.
