Clarifying difficulties and obstacles in implementing National Target Programs in Con Cuong district

On the morning of March 17, the working delegation of the Provincial People's Committee led by Mr. Bui Dinh Long - Vice Chairman of the Provincial People's Committee had a working session with the People's Committee of Con Cuong district on the implementation of the National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas, and the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period.

Also attending were representatives of the provincial Ethnic Committee and the departments of: Labor - Invalids and Social Affairs, Planning and Investment, Agriculture and Rural Development, and Finance.

10 projects not yet approved for investment

According to the report of the People's Committee of Con Cuong district, implementing the National Target Program on socio-economic development in ethnic minority and mountainous areas, in 2022, Con Cuong district was allocated a total capital of 110,112 billion VND, of which construction investment capital was 78,484 billion VND, and public service capital was 31,624 billion VND. The disbursement rate in 2022 was low at 9.75% of construction investment capital and 1.33% of public service capital.

For the National Target Program on Sustainable Poverty Reduction, from 2021 to March 2023, Con Cuong district received support of VND 2,708 billion from the central budget. By the end of 2022, the whole district had 3,651 poor households (19.94%), a decrease of 507 households compared to 2021. However, the disbursement progress of capital for projects of this Program was low (more than 11%).

In particular, up to now, in Con Cuong district, there are 10 projects under the programs, including 3 provincial-level projects and 7 district-level projects that have not been approved for investment.

To speed up the implementation of the programs, the People's Committee of Con Cuong district recommends: For the National Target Program on socio-economic development of ethnic minority and mountainous areas, the Provincial People's Committee and departments and branches need to provide specific guidance on the management of public capital for unified implementation throughout the province.

In addition, issue regulations on production land standards in program implementation; provide guidance on subjects and standards in rice support for forest protection and development, and provide guidance on implementing support for the development of medicinal plant areas and digital transformation.

For the National Target Program on Sustainable Poverty Reduction, the Provincial People's Committee needs to allocate funds early in the year to implement policies, especially vocational training and job creation policies.

Review details and speed up project progress

After listening to the discussion of the representatives of the departments and branches, concluding the meeting, comrade Bui Dinh Long - Vice Chairman of the Provincial People's Committee said that compared to Ky Son and Tuong Duong districts, Con Cuong district has more favorable conditions, however, the progress of implementing national target programs in the district is very slow.

Therefore, the Steering Committee of National Target Programs of Con Cuong district needs to review in detail each project under the National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Areas and the National Target Program for Sustainable Poverty Reduction.

For unapproved projects, it is necessary to focus on clarifying difficulties and obstacles, promptly coordinating with relevant departments and branches to quickly find solutions. For approved projects, it is necessary to focus on urging and directing implementation, focusing on livelihood support projects; clarifying the responsibilities of each member of the Steering Committee in implementing the projects.

The Vice Chairman of the Provincial People's Committee also noted: Among the National Target Programs, the Socio-Economic Development Program for Ethnic Minority and Mountainous Areas is a new program. If implemented effectively, it will have a strong and positive impact on the lives of the people. Therefore, Con Cuong district needs to quickly complete the Program Steering Committee and complete the staff at the district and commune levels to speed up the implementation of this program./.
