What documents are required to get a red book from September 1st according to new regulations?
People who apply for a red book will not have to submit copies of identification documents such as household registration book, ID card, citizen identification card and additional cases of land change registration for which a red book is issued.
Circular 09/2021 issued by the Ministry of Natural Resources and Environment, amending and supplementing a number of articles of circulars detailing and guiding the implementation of the Land Law, takes effect from September 1, 2021.
Accordingly, the agency receiving applications for Land Use Rights Certificates (red books) will use data from the national population database, so when people submit applications to carry out procedures,land registration, property attached to land, red book issuance does not require submitting a copy of the ID card, military ID card, citizen ID card, household registration book or other documents proving identity.
However, this provision only applies when national population data is shared and connected with data from sectors and fields (including land).

Circular 09/2021 also has new regulations on red book barcodes. When issuing a red book, the barcode is printed at the bottom of page 4 and has the structure MV = MX.MN.ST. In which, MX is the code of the commune-level administrative unit where the land plot is located (if the land plot for which the red book is issued is located in many communes, then the code of the commune with the largest land area is recorded).
From September 1, 2021, in case the land plot is located in an area without a commune-level administrative unit, MX is the code of the district-level administrative unit where the land plot is located. If the red book is under the authority of the provincial People's Committee, MX is the code of the administrative unit of the province or centrally run city.

Clause 5, Article 1 of Circular 09/2021 supplements the recording method when a land plot is separated to issue a separate red book: In case the red book has been issued for many land plots, and a land plot is separated to issue a separate red book, the issued red book shall state "Land plot... (write the plot number, map sheet number) with an area of ... m2 is separated to issue a separate Certificate; according to file number... (write the registration procedure file code)".
The new regulation adds 2 cases of registration of changes for which red books are granted. The cases granted include: Land plots are separated to be granted separate red books in cases where red books have been granted for many plots. Changes in land area in plots with gardens and ponds attached to houses due to re-determination of residential land area./.
