Revenue from imported machinery and equipment of investment projects accounted for the majority of the total budget revenue in 2017 at Nghe An Customs Department, contributing to the import-export turnover through Nghe An border gates for the first time exceeding the threshold of over 1 billion USD (reaching 1.114 billion USD, up 27% compared to 2016).

The increase in import-export tax revenue in 2017 compared to 2016 was mainly due to the fact that traditional products remained stable and tended to increase such as plastic beads, milk carton paper, chemicals, and additives of Vinh Plastic Packaging Joint Stock Company and TH Milk Food Joint Stock Company (revenue from these products was about 176 billion VND).

Some key products from previous years have been re-imported with a larger number of declarations, leading to a sharp increase in tax revenue, such as electronic components of BSE Vietnam Electronics Co., Ltd., with tax revenue of VND125.3 billion (in 2016, it was only VND54.6 billion); aluminum rolls of Sabeco Song Lam Packaging Joint Stock Company were VND79.7 billion, while in the same period in 2016, it was only VND23.4 billion.

Revenue from imported machinery, equipment and raw materials for investment projects continued to increase, contributing to the total revenue of Song Lam Cement Joint Stock Company (52.8 billion VND); Hoa Sen Group's project (477 billion VND) and Hoa Sen Nghe An Company Limited (258.4 billion VND). VISSAI Ninh Binh Joint Stock Company exports clinker, with tax paid to the state budget of over 56 billion VND; Tuong An Vegetable Oil Joint Stock Company, an enterprise importing Olein palm oil to produce vegetable oil, paid tax to the state budget in 2017 of 44.7 billion VND...

With the most modern and advanced technology system to bring the best quality products, competitive orientation and affirm a solid position in the international market. And with such investment and construction strategy, in 2018, equipment import tax will continue to increase, contributing a significant source of revenue to the Nghe An provincial budget.

Meanwhile, the import turnover of raw materials for production serving the project, the import and export turnover of processed goods, manufactured goods for export... increased. Specifically, the import and export turnover reached 1,114 million USD, an increase of 27% over the same period in 2016 (882.2 million USD). As a result, the total revenue paid to the state budget from import and export taxes in 2017 was 1,536.6 billion VND, an increase of 37.2% over 2016 (1,118.7 billion VND), reaching 159.9% of the assigned target (960 billion VND).

Persist in budget collection solutions

Identifying the task of collecting budget as the top priority, Nghe An Provincial Customs Department has many specific measures to direct units to implement; develop a plan to develop the Customs - Business partnership; Plan to measure customs clearance time, release goods... to facilitate trade and investment activities in the area, increase import and export turnover, increase budget revenue. At the same time, maintain the meeting regime of the Tax Debt Collection Board to direct and urge the debt collection work.

In the coming time, the collection of import and export taxes will still face difficulties due to the inadequate infrastructure of seaports, airports, and border gates of the province, which has not met the development of the economy - society in general and trade activities in particular. Nghe An is far from the growth poles of the country, so the competitiveness of enterprises is still weak. In the province, enterprises operating in import and export are mainly small and medium-sized enterprises, there are no large enterprises to create a spillover effect; the number of enterprises operating in import and export is both small and weak.

To complete the assigned political tasks, Nghe An Provincial Customs Department continues to direct and operate the Professional Department and Sub-Departments to resolve and remove difficulties and obstacles in professional matters for enterprises and Sub-Departments to speed up the settlement of import and export procedures, contributing to increasing budget revenue, completing and exceeding the 2018 Ordinance targets.
