(Baonghean)The Logistics Department is one of the exemplary units in studying and following the moral example of Ho Chi Minh within the Provincial Military Command. This achievement is thanks to the leadership and guidance of the department's leadership team, with a significant contribution from Colonel Phan Dang Lam, Party Secretary and Head of Logistics.

As a leader, he consistently upheld a high sense of responsibility in his work, demonstrating a spirit of overcoming all difficulties, striving for excellence in training and cultivating moral character and lifestyle, and enthusiastically participating in the movements of the Logistics sector, contributing to the building of strong and exemplary Party committees, Party organizations, agencies, and units. In his work, he promptly advised the Standing Committee of the Party Committee and the command on resolving various aspects of military work, contributing to the excellent fulfillment of the province's national defense and local military tasks.

Regarding the practice of saving and preventing waste in basic construction work, he advised the Provincial Military Command to decisively direct efforts to shorten the construction time of projects such as the Provincial Military Command's office building project. Despite having many project components, the construction was completed on schedule, achieving quality standards and being put into operation early. In his capacity as Party Secretary and Head of the Department, Colonel Phan Dang Lam actively advised the Party Committee and the Provincial Military Command to issue a specialized resolution on leading the emulation movement "The Army Logistics Sector follows President Ho Chi Minh's teachings." He organized and implemented it strictly at the Party committee and command levels of agencies and units, focusing on ensuring the full and timely provision of logistical materials and equipment for the armed forces' regular, emergency, and combat readiness operations. He unified management measures and practiced thrift, yielding practical results.

Implementing the "Excellent Units in Troop Feeding and Supply Management" movement, Colonel Phan Dang Lam annually directed and advised units throughout the provincial armed forces to proactively plan agricultural production linked to the construction of environmental landscapes in barracks areas on a concentrated and rational scale. As a result, the efficiency of centralized agricultural production, livestock farming, processing, and slaughtering facilities has been enhanced.

In addition, Colonel Phan Dang Lam has done a good job directing the Military Medical Department to effectively implement the emulation movements "Five Good Military Medical Soldiers" and "Military Medical Soldiers Following Uncle Ho's Teachings," thereby improving the quality of health protection and care for soldiers and the medical ethics of the officers, staff, and soldiers of the military medical corps. The management of soldiers' health is ensured to be strict and systematic.

Recognizing Colonel Phan Dang Lam's contributions to his work, the Chairman of the Provincial People's Committee, the Minister of National Defense, and many other levels and sectors have awarded him numerous commendations and certificates of merit. Continuing to build upon his achievements, Colonel Phan Dang Lam is striving to excel in his studies and work, upholding and promoting the traditions of the Ho Chi Minh Army. For him, there is never any concept of complacency with his accomplishments; he always considers it a duty that any soldier or officer must fulfill to contribute to the successful completion of tasks by the Party Committee of the Logistics Department and the overall mission of the Nghe An Armed Forces.
