Local leaders must take responsibility for managing railway "black spots"
The Chairman of the District People's Committee must be responsible for allowing the creation of self-opened paths across railways within the area under his/her management.

This is one of the highlights in the draft detailing regulations and instructions for implementing a number of articles of the 2017 Railway Law being developed by the Ministry of Transport.
According to the Vietnam Railway Authority, there are currently nearly 4,300 self-opened crossings, accounting for 73.7% of the total number of road-railway intersections. These are considered "black spots" with a very high risk of traffic accidents. Statistics show that the number of railway traffic accidents occurring at self-opened crossings accounts for over 70%.
The 2005 Railway Law stipulates the responsibility of localities in managing self-opened paths. However, many localities remain indifferent, considering this the responsibility of the railway industry.
