National Assembly Delegate Bui Van Phuong - Deputy Head of the National Assembly Delegation of Ninh Binh province, member of the National Assembly's Economic Committee, answered an interview about Resolution 4 of the 12th Central Committee.

PV:Sir, are the issues raised by Resolution 4 of the 12th Central Committee new?

Delegate Bui Van Phuong:The issue in Resolution 4 of the 12th Central Committee is not new but is an urgent requirement of Party building today, related to the survival of the Party and the stability of the country, so it needs to be focused on and resolved.

Why? Those issues were raised in the 4th Resolution of the 11th Central Committee, but near the end of the term, we have not yet met the requirements, so we need to continue to implement them. The 4th Resolution of the 12th Central Committee is still based on the continued implementation of the core spirit of the 4th Resolution of the 11th Central Committee.

We should not think of anything new, but rather things that we have seen and focused on, but have not yet met the requirements, so we must continue to do them.

National Assembly Delegate Bui Van Phuong: If the leader sets an example, the subordinates will strictly follow.

Delegate Bui Van Phuong:The Resolution's assertion is completely correct, the important thing is how to implement it. In my opinion, we need to review the past implementation to see if it has not been implemented thoroughly. The important thing is that superiors and leaders lack exemplary behavior to do it seriously, so it is difficult to have a widespread impact.PV:The resolution frankly pointed out that the recent situation was mainly due to subjective causes. And clearly the issue of cadres plays a decisive role?

Limitations, weaknesses or loss of confidence are also due to the weakness of staff, especially a part of management staff who lack exemplary behavior.

People see the Party and the State through concrete people, which are the cadres, party members, and leaders right before their eyes. They follow everything from words to actions. If cadres, especially leaders, are dedicated to their work, demonstrate exemplary spirit, and respect the law, then surely cadres and party members will strictly comply, and no one will dare to be disrespectful.

PV:Issues related to personnel work in some places show that discipline is not strictly enforced, sir?

Delegate Bui Van Phuong:The resolution points out and in fact it is true. For example, talking about a department appointing 44/46 officials according to the correct procedure is very unreasonable.

Even though it may be the right procedure, if the first thing you do is violate the law, then there is no procedure to follow. The law stipulates that a department or an office must have one or two deputy heads for a number of civil servants. Here, a department has 4-5 deputy heads, so it cannot be said to be right. From such things, people lose trust.

PV:That is related to the role and responsibility of the leader, sir?

Delegate Bui Van Phuong:As I said, subordinates are not strict because the managers and superiors are not exemplary, even violating the law.

For a long time, we have been letting things go, "closing the door and talking to each other", even having the mindset of "not exposing our true selves to others", so we put everything in the past.

The resolution sees that the problem of loss of trust will be dealt with seriously, without any forbidden areas, without any pressure, and regardless of who is involved, even retirees, if there are violations, they must be dealt with.

PV:Some people emphasize that there is political determination, there is no shortage of policies, and the apparatus is complete, the most important thing now is action. What do you think about this opinion?

Delegate Bui Van Phuong:I think it's true, the apparatus is not lacking, from the central level down to the villages and hamlets; positions and functions are complete; the law is not lacking, but as the people say, whether it is done or not.

When implementing the Central Resolution and especially the National Assembly is discussing very specific issues, those responsible for the country and the issues raised by the nation must, with their responsibility, take care of the implementation.

PV:We clearly see the Party's determination to rectify; the Government's message of creation and action, and the National Assembly's innovation. So what are your expectations in implementing the very specific issues that are being raised?

Delegate Bui Van Phuong:Perhaps after the 12th Central Resolution, after the Government's message and especially after the 2nd Session of the 14th National Assembly, when the voters' thoughts and aspirations are reflected by delegates in the parliament and informed to the entire population, I believe that people with high self-esteem and responsibility will take effective actions to implement them.
