In 2021, the general situation of the country as well as the province faced many difficulties and challenges, especially the Covid-19 pandemic which greatly affected the lives as well as production and business activities in the area. This is also a year with a huge amount of work with the implementation of the Resolution of the Party Congresses at all levels, the Socio-Economic Development Plan for the period 2021-2025.

However, with the participation of the entire political system, the leadership and direction of the Provincial Party Committee, the supervision of the Provincial People's Council, the flexible management of the Provincial People's Committee, the consensus and support of socio-political organizations, the business community and the people, the implementation of socio-economic development tasks has achieved many positive results.

The province's growth rate (GRDP) in 2021 increased by 6.2%, ranking 3rd in the North Central region and 22nd in the country. As of 4:00 p.m. on December 31, 2021, the total state budget revenue in 2021 reached VND 18,936 billion; of which, domestic revenue reached VND 17,254 billion. On behalf of the provincial leaders, the Chairman of the Provincial People's Committee commended, acknowledged, highly appreciated and thanked the important contributions of the departments, branches and units in the Finance sector.

For the Department of Finance, in a very difficult year, the Department has promoted its role and responsibility well, performed its tasks well, especially ensuring timely spending, especially for Covid-19 prevention and control, social security...

The Chairman of the Provincial People's Committee assessed that in 2021, the Department of Finance was very active and flexible in advising the Provincial People's Committee; not being confused or passive, but mastering the financial and budget situation. In particular, the Department made an important contribution in submitting to the National Assembly for approval Resolution No. 36 on piloting a number of specific mechanisms and policies for the development of Nghe An province, contributing to creating more resources and motivation for Nghe An to have conditions for development.

Entering 2022 with many difficulties and challenges, the Chairman of the Provincial People's Committee hopes that the Department of Finance will continue to promote the achieved results, strive to complete the goals and targets on budget revenue and expenditure, strive to achieve a budget revenue of over 20,000 billion VND; together with departments and branches to promptly implement Resolution 36 of the National Assembly.

Next, visiting and congratulating the Nghe An Customs Department, Chairman of the Provincial People's Committee Nguyen Duc Trung shared the difficulties of the industry in 2021, and at the same time acknowledged the breakthrough results in the unit's activities, especially the import and export turnover reaching more than 3.3 billion USD; of which, the export turnover reached more than 2 billion USD; import and export tax collection reached 1,721 billion VND, an increase of nearly 38% compared to the plan at the beginning of the year.

Entering 2022, which is forecasted to face many difficulties, the Chairman of the Provincial People's Committee hopes that Nghe An Customs Department needs to continue to make efforts and strive to the highest level to fulfill the task of budget collection; strengthen administrative reform, contributing to attracting investment to the locality, as the emulation theme of the industry: Solidarity - creativity - determination to successfully implement Digital Customs, Smart Customs.

Nghe An Customs also needs to continue to do a good job in investigating smuggling, trade fraud, illegal goods; and preventing and combating drugs. In particular, try to implement well the mechanisms and policies in Resolution 36 of the National Assembly to increase import and export tax collection, helping the province have more resources to contribute to the province's socio-economic development.

The delegation also visited and presented gifts to the State Treasury of Nghe An province. In 2021, the unit coordinated with relevant agencies to promptly collect taxes into the State budget, while strictly controlling State budget expenditures in accordance with policies, regimes, and norms; advising the Provincial People's Committee to remove difficulties and speed up the disbursement of public investment capital in the area.

In particular, the Provincial State Treasury has been very active in promoting administrative reforms, especially in handling administrative procedures through online public services, towards a digital Treasury. With the achieved results, the State Treasury of Vietnam has classified the Nghe An Provincial State Treasury as having excellently completed its tasks in 2021.

Acknowledging the results of the State Treasury of Nghe An province in 2021, entering the new year, the head of the Provincial People's Committee requested the unit to continue to coordinate with related units to effectively implement budget collection; control state budget expenditures to ensure correct and convenient payment and settlement for units; closely follow the budget expenditure estimates to meet, promote and disburse investment capital; and carry out digital transformation.

Next, the Chairman of the Provincial People's Committee and the delegation also visited and presented gifts to the State Reserve Department of Nghe Tinh region. In 2021, the Department overcame difficulties and successfully completed and exceeded targets, plans and tasks. In particular, the task of providing national reserve goods to serve the prevention and control of the Covid-19 pandemic, supporting people affected by natural disasters and ensuring social security.

Acknowledging and congratulating the results and achievements of the State Reserve Department of Nghe Tinh region in 2021, the Chairman of the Provincial People's Committee hopes that in 2022, the unit will continue to promote the achieved results, perform well the work of reserving, protecting, and supplying reserve sources to ensure correct, sufficient, timely, and safe supply to people when requested.

Visiting leaders, officers and civil servants of Nghe An Tax Department, on behalf of the working delegation, the Chairman of the Provincial People's Committee highly appreciated and acknowledged the efforts and determination of the industry in 2021, demonstrated by high budget revenue, 14/16 revenue items achieved and exceeded the assigned targets, notably domestic revenue and tax debt collection.

The Chairman of the Provincial People's Committee believes that with the goals and tasks of 2022, the industry will have many measures and solutions, demonstrating its core and leading role, together with all levels and sectors, to complete the set goals.

2022 is forecast to continue to be an extremely difficult year, especially with the complicated developments of the Covid-19 pandemic. Comrade Nguyen Duc Trung requested the industry to be determined and take action right from the beginning of the year with a proactive and drastic attitude to complete the task of budget collection; Continue to strengthen the fight against tax losses; closely coordinate with relevant industries to handle tax evasion and tax fraud; continue to strengthen administrative reform.
