According to the provisions of the Law on Social Insurance 2014, a number of subjects are added to the list of subjects participating in compulsory social insurance from January 1, 2018. The subjects participating in social insurance are expanded to include employees with short-term contracts from 1 to 3 months, foreign employees with work permits and practice licenses.

There is currently a significant number of workers with labor contracts of less than 3 months. The new regulation will help this group of workers participate in social insurance and receive support when facing risks such as illness, work accidents, occupational diseases, maternity, unemployment, etc.

However, many employers are afraid that paying social insurance for employees for 1-3 months will cause difficulties for the business because this labor force is unstable, often changing jobs, especially for businesses with seasonal production activities, using many short-term workers...

Regarding implementation, social insurance has modernized its management facilities to effectively implement the procedures for issuing books and cards and paying benefits to employees. Accordingly, social insurance will reform administrative procedures, shortening the time for issuing books and cards to new participants.

Currently, the Law stipulates the time is 20 days, but according to the representative of Vietnam Social Security, this agency will shorten it to only 7 days for new participants. For those who have participated, have a social security code, and have received a social security book, they can participate and pay anywhere and with electronic registration, it only takes 2 days, even within the day.

According to the representative of Vietnam Social Security, many tasks that were previously performed by the employer have now been transferred to social security, including receiving and returning documents and resolving policies. The public service unit, the post office, will come to the place to receive the documents.

The return of documents, books, and cards is also done on-site; the user does not have to go to the social insurance agency or pay any fees. The social insurance books are also returned directly to the employee. In addition, Vietnam Social Insurance is also reviewing and supplementing participant information to issue social insurance codes, aiming to complete the issuance of electronic social insurance cards by 2020, completely replacing the current paper health insurance cards and social insurance books...
