Using professional measures, the Investigation Committee determined that Ngu Van Quy (born in 1966), residing in Hamlet 4, Ngoc Son Commune, Thanh Chuong District, was the subject of illegal trading of explosives.
Quy has had "seniority" in this illegal business, so he has a lot of experience and tricks to deal with it, such as changing the method and location of delivery, meeting buyers at fake locations to probe the situation... in order to deceive the police.
On the morning of December 15, determining that Ngu Van Quy would transport explosives for sale in the evening, the Task Force organized an ambush force and outlined a detailed plan to solve the case.
