Driving a motorbike at 'altar speed of 299km/h' to get likes?

On the morning of September 12, Vung Tau City Police invited Huynh Trung Tin (21 years old, residing on Xo Viet Nghe Tinh Street, Thang Tam Ward, Vung Tau City) to come in for questioning.
Previously, on September 10, a clip of more than 13 minutes long appeared on social media showing a person riding a motorbike at high speed through the streets of Vung Tau City, in the direction from Ba Ria to the center of Vung Tau, and being chased by a traffic police car with its siren blaring.
At one point, the traffic police car passed, but the motorcyclist swerved to get past. The clip also included a line of text that read "altar speed" of 299 km/h.
At the meeting, Huynh Trung Tin admitted that he had posted the above clip on a social network under the name "Huynh Tin". The purpose of posting the above clip was to let more people follow, know about it and sell products and car parts.

Regarding the specific incident, Tin stated that in April 2017, Tin rode a Honda Air Blade motorbike from Ho Chi Minh City to Vung Tau.
When he reached Vo Nguyen Giap Street (National Highway 51, Ward 12, Vung Tau City), the traffic police signaled him to stop because he was speeding. But Tin did not comply and ran away.
At this time, a traffic police officer used a special vehicle to chase after him, but Tin did not stop and continued to drive at high speed to the 3/2 roundabout - Cua Lap bridge, turned onto National Highway 51B, went to Thong Nhat street, then to Xo Viet Nghe Tinh and escaped the pursuit of the traffic police.
At the meeting, Tin confessed that while running away from the traffic police, he swerved and swerved to prevent the police from catching him and ran a red light. All of this was recorded by the "Go Pro Hero 5 Black" dash cam mounted on Tin's helmet.
On the afternoon of September 12, a leader of Vung Tau City Police said that after confessing the incident, the police let Tin go and will punish him according to regulations.
