On July 15th, the Vietnam Road Administration announced a decision to inspect compliance with legal regulations regarding the size limits of dump truck cargo beds and measures to prevent overloaded trucks from participating in road construction projects.

Accordingly, four inspection teams from the Road Management Department I and Road Management Department II (Vietnam Road Administration) will conduct inspections on compliance with legal regulations regarding the size limits of dump truck cargo beds and measures to prevent overloaded trucks and dump trucks violating cargo bed dimensions participating in the construction of transportation projects in 31 localities: Hanoi, Hung Yen, Hai Duong, Hai Phong, Thai Binh, Ha Nam, Nam Dinh, Ninh Binh, Hoa Binh, Son La, Dien Bien, Yen Bai, Lao Cai, Lai Chau, Tuyen Quang, Ha Giang, Thai Nguyen, Bac Kan, Cao Bang, Vinh Phuc, Phu Tho, Bac Ninh, Bac Giang, Lang Son, Quang Ninh, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, and Thua Thien-Hue.

Mr. Le Dinh Tho, Deputy Minister of Transport, requested that inspection teams strictly handle the unauthorized modification of the cargo bed dimensions of dump trucks. The assigned inspection forces need to coordinate seamlessly to thoroughly address violations related to cargo bed expansion; focusing on inspecting the source of goods, truck bed manufacturers, construction contractors, factories, mine owners, and warehouse owners involved. Furthermore, inspection teams must absolutely avoid harassing businesses and provide maximum support to businesses that comply with regulations.

On behalf of the Vietnam Road Administration, Mr. Nguyen Van Huyen, Director General of the Vietnam Road Administration, requested that inspection teams strictly enforce regulations on handling violations. For first-time violations, the inspection unit must revoke the inspection sticker and certificate of technical safety and environmental protection inspection, and require the business to rectify the situation by reducing the size of the vehicle's cargo compartment to comply with the regulations of the Ministry of Transport. For vehicle owners who violate the regulations a second time or more, the inspection unit is requested to revoke the inspection sticker and certificate and impose penalties according to the law.

"After each inspection, the Vietnam Road Administration will compile a list of violating vehicles and provide it to the Project Management Boards under the Ministry of Transport, requesting investors and Project Management Boards to instruct contractors not to use overloaded vehicles and not to continue signing contracts with owners of violating vehicles," Mr. Nguyen Van Huyen emphasized.

Previously, to implement the handling of these violations, the Vietnam Road Administration organized training courses on inspection and handling of violations related to the unauthorized modification of cargo compartment dimensions of dump trucks and violations of standards for sleeper buses for Road Management Departments I and II. During the training sessions, participants were instructed on the procedures for inspecting and handling violations related to the unauthorized modification of cargo compartment dimensions of dump trucks; compliance with vehicle standards for sleeper buses; and methods for inspecting and determining the dimensions of dump truck cargo compartments; and identifying violations of sleeper bus standards.
