Bac Ninh Provincial Police have established a special task force to investigate a number of cases of text messages threatening professional staff, department and industry leaders, and the Chairman of Bac Ninh Province.

On March 16, Lieutenant Colonel Nguyen Van Long (Deputy Director of Bac Ninh Police) said that the provincial police had established a task force to investigate cases of text messages threatening professional officials, department and industry leaders, and the Chairman of Bac Ninh Province. The threats occurred when the province proposed to stop the project of dredging and clearing inland waterways combined with sand exploitation on the Cau River.

"We mobilize human resources and equipment to clarify. If violators are discovered, we will strictly handle them," emphasized Lieutenant Colonel Long.

On the same day, Senior Lieutenant General To Lam, Minister of Public Security, directed the General Department of Police to coordinate with functional units under the Ministry to focus on investigating and clarifying information about the Chairman of Bac Ninh province and a number of department and sector leaders being threatened.

Minister To Lam also asked the police in some localities to focus on fighting and cracking down on crimes in the field of sand and gravel mining.

Previously, on March 9, Bac Ninh province sent a document to the Prime Minister and the Minister of Transport regarding the suspension of the dredging project, clearing the inland waterway, and collecting sand on the Cau River. At the same time, Bac Ninh requested the Prime Minister to direct the Ministry of Public Security to investigate "individuals from the central to local levels who are behind the protection and threats" of professional staff, department and industry leaders, and the provincial Chairman, making the matter increasingly serious.

The Prime Minister has asked the Ministry of Public Security to urgently verify the incident and report the results to the Prime Minister in March.

The project of dredging and clearing inland waterways, combined with sand collection on Cau River, invested by Ha Luu Salvage Joint Stock Company, operated in 2015 and 2016, and was approved by the People's Committees of Bac Ninh and Bac Giang provinces.

At the end of 2016, Bac Ninh sent a document to relevant ministries requesting to stop the project. The reason was that during the implementation process, there were signs of taking advantage of dredging to exploit sand, causing resentment among the people.

In early 2017, the Inland Waterways Administration reported to the Ministry of Transport the results of a survey of the current status of the dredging project, including 3 shallow locations that did not meet design standards. Therefore, on February 22, the Ministry issued a document requesting the People's Committees of Bac Ninh and Bac Giang provinces to create favorable conditions to support and guide investors to continue dredging at locations that did not meet channel standards.
