Installing automatic environmental monitoring equipment at 11/18 large waste discharge facilities in Nghe An

(Baonghean.vn) - In order to ensure objectivity and transparency of monitoring results according to the provisions of the Environmental Law, 11/18 units with large sources of discharge into the environment in Nghe An have installed automatic monitoring equipment.

According to Decree 40/ND-CP replacing Decree 38/CP, it is stipulated that: facilities discharging 500 m3wastewater/day and night (previously 1,000 m3/day and night) and emissions (burning) from 0.5 tons/hour or more (previously 1 ton/hour) must install automatic monitoring equipment to monitor.

According to that regulation, in Nghe An, there are 18 facilities that discharge waste into the environment that must install automatic monitoring equipment and one unit can install many monitoring stations.

From now until the end of 2019, the remaining locations are Nam Cam Industrial Park (Nghi Loc), the remaining farm cluster and TH factory in Nghia Dan, Hoa Son cassava (Anh Son), Con River Sugar Factory (Tan Ky) or Saigon Nghe Tinh Beer Factory and some other facilities must complete and install 8 more sets of monitoring equipment at their units according to regulations.

The monitoring stations will automatically send results to the server located at the Provincial Monitoring Center by blog every 5 minutes to objectively, continuously and fully monitor the discharge process into the environment 24/24h. When the discharge level exceeds the allowable threshold, the software will warn according to the signal levels to the Department of Natural Resources and Environment, on that basis, it will issue warnings to businesses and industries to take handling measures.

According to Decree No. 33/2017/ND-CP of the Government, specific regulations on administrative sanctions in the field of water resources and minerals.

Specifically: Fine from 30,000,000 VND to 40,000,000 VND if not installing online monitoring stations, not conducting environmental monitoring of 75% or more of the parameters that must be monitored, not connecting with competent authorities.

Fine from 60,000,000 to 70,000,000 VND if not conducting monitoring according to regulations, falsifying monitoring data.

Suspension of exploitation, use of water resources and discharge of wastewater into water sources from 01 to 03 months.
