Establish an inter-ministerial working group to resolve the issue of red book issuance
Minister of Natural Resources and Environment Tran Hong Ha has just directed the General Department of Land Management to submit to the Ministry the establishment of a working group with the participation of the Ministries of Finance, Construction, and Justice to resolve difficulties in granting red books.

According to Minister Tran Hong Ha, after its establishment, the working group will carry out four main tasks:
Firstly, grasp the practical situation, guide, resolve and remove difficulties to grant certificates to people.
Second, based on the results of settlement in some localities, submit to the Minister a general guidance document so that the whole country can resolve similar cases uniformly.
Third, report to the Minister to amend and supplement regulations within authority, report to the Prime Minister on issues beyond authority.
Fourth, inspect the compliance with legal regulations of agencies and organizations in performing administrative procedures related to the issuance of certificates of land use rights, house ownership rights and assets attached to land.
The Ministry of Natural Resources and Environment believes that the current cases where certificates have not been issued for the first time are all complicated and difficult cases due to disputed land origins.
Minister Tran Hong Ha also directed the ministry's units to urgently grasp local difficulties and practical difficulties among the people, to be impartial and objective, and to work with local agencies to resolve problems and issue certificates to the people.
In the immediate future, Minister Ha directed the General Department of Land Management to seek opinions from relevant ministries and sectors on sending people to join the interdisciplinary working group. It is expected that the working group will start working in several major cities from May 9.
After that, the working group will continue to deploy in localities where organizations, businesses and people have many complaints about difficulties in granting red books.
