On the afternoon of December 16, Lieutenant Colonel Nguyen Duy Hung - Deputy Head of Ky Anh District Police (Ha Tinh) said: The investigation agency has just issued a decision to prosecute and temporarily detain two suspects, Pham Xuan Hung and Dang Hoang Quang Thang, for the crime of "Fraudulent appropriation of property", seized some exhibits related to the case.
According to investigation documents, from the beginning of 2020 until now, Ky Anh District Police have received many reports and reflections from people in the district about being defrauded of large amounts of money by fraudsters.
The modus operandi of the subjects is to log in, take over the rights to use and illegally access the Facebook social network accounts of victims such as children working abroad, close friends... then text people on their friends' and relatives' lists to use the excuse of borrowing or lending money, requesting to deposit money into the account and then taking it.

Faced with that situation, Ky Anh District Police established a special project to concentrate forces and means to fight and destroy the above-mentioned group of fraudulent property appropriation. After a period of using professional investigation measures and verifying the collected information, Ky Anh District Police identified a group that specialized in using high technology to commit fraud and property appropriation.
On December 5, Ky Anh District Police coordinated with the Ministry of Public Security's professional department and the Criminal Police Department, professional units of Ha Tinh Provincial Police and the police of Khanh Hoa Province; Ho Chi Minh City; Thua Thien Hue Province to successfully break the case, arresting two subjects: Dang Hoang Quang Thang, born in 2001, residing in An Hoa Ward, Hue City, Thua Thien Hue Province and Pham Xuan Hung, born in 2001, residing in Quarter 2, Ward 2, Quang Tri Town, Quang Tri Province.
During the search, the investigation agency seized 5 laptops, 11 mobile phones and some exhibits related to the case.
To carry out the scams, Pham Xuan Hung used a website with the content “Vote for Supermodel Kids”, creating fields requiring the login user to declare the registration address and password of the Facebook social network account in use. Hung then logged into the above accounts, changed the passwords of the accounts and took over the rights to use them.
Hung researched the relationships of the accounts he had taken over and then impersonated the account owner to text family members, friends, and relatives to provide false information such as a friend had an accident, was building a house, had a family matter and needed money... requesting to transfer money to 3 bank accounts (these accounts were all virtual accounts purchased by Thang on social networks).
After the victim transferred the money, Thang transferred the money to many different accounts, then transferred it to Hung's account and together they appropriated it according to the prior agreement between the two parties.
With the above tricks, the subjects appropriated a total amount of over 500 million VND from 13 people in Ky Anh district.
The Investigation Police Agency of Ky Anh District has decided to prosecute the case, prosecute the accused, and issue an order to detain Pham Xuan Hung and Dang Hoang Quang Thang for the crime of "Fraudulent appropriation of property".
